Panchs, Sarpanchs cannot work up to people’s expectations without powers

Jammu, Nov 15: Akhil Bhartiya Gujjar Mahasabha (ABGM) on Tuesday said that recently elected Panchs and Sarpanchs were not able to work up to the expectations of the people of state who have pinned high hopes on them.
Addressing a joint press conference here today, National Secretary ABGM- Alla Din Khatana and its State President- Ishfaq-Ur- Rehman Poswal said that lack of powers to elected Panchs and Sarpanchs has created a precarious situation for them as they are unable to address their problems.
They said that despite the governments repeated assurances about the power of sarpanchs and panchs, nothing was being done, adding that it were they who had to face the public at grass root level. They said that for decentralization of powers in practical way, the need of empowering Panchs and Sarpanchs was imperative.
Khatana on the occasion said that in his Panchayat- Malhan Surunkot said that 462 labourers were without identity/ election cards and he was unable to provide them any assistance in this regard. He said that the labourers were rendered workless due to non possession of identity cards.
Regarding Mugal road, he said that the 52 kilometer road from Bufliaz to Mandi has been dug at various places and no construction work was being done on the strip, creating immense problems for the people living in the area. He demanded compensation for land and other properties.
Demanding separate sub- plans for SCs and STs, Ishfaq-Ur- Rehman Poswal said that no practical step was being taken to full fill this long pending demand. They said that their proposal to Prime Minister of India- Manmohan Singh in getting the separate Ministry and Department for Scheduled tribes formulated, the planning commission directed the state government for separate sub-plan for SCs and STs.
He said that the separate plans for SCs and STs which would ensure in bringing transparency in the utilization of the funds, adding that it would be a step for development of these communities.
Poswal urged upon the Chief Minister- Omar Abdullah to take personal interest into matter and get the directions of planning commission implemented for the interest of SCs, STs and state as well.
Referring to unemployment problem in border areas including Gujjars and Bakarwals, he urged upon the government to announce a special recruitment plan for middle-pass youth. Poswal asked the Chief Minister to consider a special recruitment policy for the border people keeping in view the turmoil being faced by them. “Apart from AFSPA, Chief Minister should also take into the consideration the hardships of Gujjars and border residents. The employment package for them can to some extent help them in making both ends meet,” he said.
