JKPCC in fighting mode, says NC must behave or else.....! | Message From Surinsar II | | Neha Jammu, Nov 15: One message from Surinsar was that the JKPCC would go on talking about the unity and integrity of the state but would not do anything that treats Jammu, Kashmir and Ladakh equally in all spheres and at all levels. It's no wonder then that the message has failed to inspire confidence among the people of Jammu province. Yet another message was that the JKPCC wanted Panchayati Raj institutions in the state to be fully empowered "so that these institutions become the effective instrument for service at the grass root level". "The 73rd and 74th Amendments need to be implemented in the state and all those powers should be given to Panchayats which are necessary for making these institutions as effective instrument of local self government in democracy," the Congress leadership said. In any case, what the JKPCC said about the Panchayati Raj institutions was a very good suggestion. You can't expect these institutions at the grass-roots level to serve the people, sans any real power. Hence, what the JKCC said needs to be viewed in this context. However, what was disappointing was that the party didn't say what it would do to empower these toothless panchayats. The Congress is part of the government. It cannot suggest. It has to act and deliver. There is nothing whatever on the ground which could even remotely suggest that the Congress has ever asked the government to adopt the central laws governing Panchayats. On the contrary, one can cite a number of instances to show that the Congress minister in the council of Ministers have consistently gone with the NC which has on occasions more than one publicly opposed the 73rd and 74th amendments saying the state has its own laws. The NC is opposing the central laws because the extension of the central laws governing the Panchayats would weaken the hold the MLAs and deprive them of the opportunities using which easy money could be minted. They do not want the central funds to go directly to the elected Panchayats. There is still time for the Congress to exert and make the government adopt the central laws governing Panchayats. It simply has to tell its ministers to take up the issue in the next cabinet meeting with the instruction that they must ensure the adoption of the said amendments failing which they would not mind coming out of the government or the Congress would sever its ties with the NC. The party must remember that it as an equal partner and not the B or C team of the NC. Ironically, the party has most of the time behaved quite meekly, thus enabling the NC to do whatever it wanted. It is only after October 21 this year that the Congress made its presence felt to an extent by taking cudgels with the Chief Minister on the issue of AFSPA and it did so because the provocation was grave. After all, the Chief Minister's father's brother Mustafa Kamaal had used strong language against the Congress leaders, including AICC general secretary and Sonia Gandhi's son Rahul Gandhi, as also JKPCC chief Prof Saif-ud-Din Soz.
