| Musical chair in Assembly central hall | | | Jammu, January 8:-Mystery shrouded absence of a former Deputy Chief Minister,Muzaffar Hussain Baig,from the joint sitting of the provincial legislature on the opening day of its budget session in Jammu on Monday. Beig was absent from the central hall,where the Governor,S.K.Sinha,addressed the joint sitting of the members of the two Houses and from the Assembly which met to adopt obituary references. Beig had been allotted a seat in the front row,which places him,against his wishes,close to the National Conference benches.The Assembly secretariat had carried out a balancing act by allotting a seat in the front row to the leader of the Panthers Party,Harsh Dev Singh.Singh had protested on the floor of the House last year saying that as leader of a political party and as a former cabinet Minister he deserved a seat in the front row.Accordingly Harsh Dev was accommodated on seat Number 16. Meanwhile, Jugal Kishore of the BJP protested against the allotment of a seat to him in the third row when till last year he used to occupy a seat in the second row. When the members of the two Houses met in the central Hall the secretariat officials realized their mistake and immediately swung into action by placing a chair for the Finance Minister,Tariq Hameed Qara,close to Abdul Aziz Zargar,Agriculture Minister,who had occupied seat number three in the front row.Chief Minister was in seat number one and Mangat Ram was in seat number two.Qara had seated himself in seat number seven and was pilitely asked by the Assembly secretariat officials to be seated in seat number four.Seat Seven was later occupied by Tourism Minister,Dilawar Mir. Manjit Singh,Minister of state for School Education,Garu Ram,a former Minister of State,Basharat Bukhari,PDP spokesman and MLC and one more MLC from National Conferenmce entered the central hall minutes after the Governor had started delivering his address. Yogesh Sawhney,a former Minister of state,seemed to have become highly religious.He entyered the central Hall with a grey long beard. Two former Ministers of state,G.A.Mir,and Raman Mattoo, allegedly involved in the sex scam attracted major attention from the members and from the print and electronic media.The Deputy Speaker,Mohd.Akbar Lone,was seen hugging Raman Matoo telling him “it is life.” For the first time in recent years the central Hall of the Assembly and the Assembly hall had witnessed a major facelift.The installation of the picture of the constituent Assembly ,which had drafted the state constitution in 1951,was a major attraction. During the obituary refences on the floor of the House Mangat Ram,while highlighting the achievements of Thakur Raunaq Singh,a former MLA,said that “I am indebited to him because he had secured my release from police custody.” A senior National Conference MLA Sharief-ud-Din Shariq quipped “Thakur Sahib ney ek hi galti ki hein ki unhoon ney aap ko police seay bachayaa.”(Thakur Sahib had committed only one mistake of securing your release from the police.) A flutter was cused in the central hall when during the National Anthem being played at the time of the Governor’s entry someone from a corner of a room adjacent to the hall had switched a transistor set.It resounded with a film song “Shoukyoo mei Gola Jayee thoda sa shabab aur us mein phir melayee jaye thodi se sharab,hoga jo nasha who tayaar who pyaar hein.” |
