NC forgot AFSPA when they had absolute majority in 1996: Mehbooba
11/16/2011 11:43:42 PM

Early Times Report
SRINAGAR, Nov 16: Peoples Democratic Party (PDP) president Mehbooba Mufti Wednesday said if National Conference wouldn't have rigged elections in 1987, forcing people to take up arms, Armed Forces Special Powers Act (AFSPA) would never have been implemented in Jammu and Kashmir.
In an interview with in Srinagar Mehbooba said, "When PDP came to power in 2002, we revoked POTA which had been implemented in NC regime (1996-2002). If NC thinks implementing AFPSA in 1990 was a mistake, why did Farooq Abdullah with two third majority extend the same laws to other parts of the state and added POTA to it?"
Asked to comment on NC's allegations that it was PDP patron and then Union Home Minister, Mufti Mohammad Sayeed who was responsible for bringing AFSPA to Kashmir, she said, "If they (NC) blame Mufti led regime for it, why didn't they rectify it when they came to power? Instead they implemented POTA," she added.
Mehbooba blamed that it was NC which was responsible for forcing the youth to take up arms 'after rigging 1987 elections.'
"NC always believes in confrontation. Earlier they advocated 'Aar Paar ki Ladai' and now they have taken confrontation with the army to its sharp contrast PDP's politics is based on consensus.
"Omar's main aim to take up AFSPA was to divert attention from the corruption and mis-governance which had been exposed more with death of Haji Yosuf," she said.
The PDP president claimed that NC doesn't want AFSPA should go from the state 'that is why they have taken up confrontation with the army.'
Mehbooba said, "Had the Chief Minister been serious about repealing AFSPA, he would have done the home work by involving coalition partner Congress, cabinet and Unified Command before making the announcement."
Mehbooba said if the CM and NC patron and Union Minister Dr Farooq Abdullah had any moral courage, they should have resigned after serious allegations of corruption were leveled against them by their own party man. "Late Haji Yosuf had named both Omar and his father in corruption charges. If they had any moral courage they should have resigned till their name was cleared in investigation as Yosuf was their right hand man," she added.
The PDP president said due to mishandling of the situation and 'failure' to provide governance to the people, the Chief Minister has been using all his energy to stabilize his position making all kinds of compromises which has brought down the institution of Chief Minister.
"Whenever we brought resolution in the Assembly on the AFSPA, they never allowed to debate on it. Omar's mis-governance had been coming to fore at national level and to divert the attention he took up the issue in a way due to confrontation has emerged," she alleged.
