CM's AFSPA partial revocation proposal put on backburner? | | | Early Times Report JAMMU, Nov 16: The road for the State Chief Minister Omar Abdullah's AFSPA revocation has finally reached a dead end. Given the stiff resistance from the army and the less than lukewarm response from the central leadership, Chief Minister would now gradually scale down his campaign for partial revocation of AFSPA. Defence Minister AK Antony has politely told the Chief Minister that he would have to discuss and debate the issue not with Delhi but with the unified headquarters in the State which has the authority to decide on the issue as per the decisions of the cabinet committee on security (CCS). It is now common knowledge that Omar Abdullah told the central leaders that he has put his credibility on stake with regard to the partial revocation of AFSPA and unless his proposal is favourably considered he would find it difficult to go back to the people telling them AFSPA would continue in areas he proposed to withdraw it from. The Congress ruling alliance partners have been stating in public that the Chief Minister has not held discussions with them with regard to his proposal for partial revocation of AFSPA. Prof. Saif-ud-Din Soz, the president of the Pradesh Congress committee has made it clear the Chief Minister should invariably take his Congress allies into confidence when sensitive issues like AFSPA etc are debated. It is also now known that the army's apprehensions on partial revocation of AFSPA have been accepted by the central government and in light of these developments the Chief Minister has been asked to revert back to the unified headquarters and not Delhi to discuss his proposal. With regard to the points raised by the army in support of their opposition to the proposed partial revocation reports also suggest the passage of army conveys through non-AFSPA areas, the response to civil administration requests to assist an operation being carried out in a non-AFSPA area and other issues have also been highlighted. All put together it is now very difficult for the Chief Minister to take an individual decision on the issue which most likely would now remain buried for quite sometime. |
