Governor urged to summon special session of legislature | | | EARLY TIMES REPORT Jammu, Nov 17: Harsh Dev Singh NPP MLA and its working chairman has urged upon the Governor to summon a special session of State Legislature, in exercise of his powers under Sec 53 of the State Constitution, to be convened in the month of December this year. He said that there were several pending issues of vital public importance which were required to be discussed and debated in the Assembly in view of their grave significance. He said that the previous session of Assembly held in September proved to be a mere constitutional formality with no formal business having been transacted during its course. He regretted that the said seven days session held in Srinagar had proved to be an exercise in futility with unprecedented pandemonium and turmoil and persistent disruptions. He deplored that no substantial business was taken up for discussion, not a single resolution was discussed, no private bill was debated, no discussion under Rules of Procedure on issues of Public importance could take place in the House. He said that almost all the seven days were lost in the din created in the wake of disruptions caused by members including those of ruling coalition on the issues of Afzal Guru; Haji Yousaf and over the issue of horse trading in MLC elections. He said that the result was that no real issue of public could be taken up for discussion which has caused great disappointment amongst the various sections of society. Harsh Dev Singh said that convening of an Assembly session prior to Budget session was important not only to compensate for the loss of time in the previous session but also to discuss several urgent issues of vital public importance. He said that the Assembly needed to debate on the latest controversies and issues like AFSPA which has generated a lot of heat not only amongst the coalition partners but also the country over. Likewise the issues of New Recruitment Policy, Interlocutors Report, Report of Task Force on Jammu, Violations of Norms and abuse of Authority and misuse and open loot of public exchequer by ministers and bureaucrats, galloping menace of corruption, non governance and non-performance, failure of centrally sponsored schemes to the determent of common masses, issues of employees including sixth pay commission arrears, unemployment issue, inordinate delays in holding of urban local bodies elections etc also needed to be immediately debated and discussed in the House. Expressing grave concern over the govt’s adamant posture on issue of new recruitment policy, Singh said the govt. should see reason and withdraw this highly obnoxious and reprehensible policy in the ultimate interests of the State as well as the agitating youth. He said that a lot of precious time of students was being consumed in the course of the ongoing agitation which needed immediate govt’s attention. Describing the said recruitment policy as highly illogical, illegal and unconstitutional, he called for its early roll back. He said that govt. order pertaining to its implementation from Nov. 2011 was highly retrograde and highly objectionable as it was issued without holding deliberations on the subject in the Assembly.
