Recruitment & modernization in Police org must be continuous process: Experts | | | EARLY TIMES REPORT Jammu, Nov 18: Even though the security scenario in Jammu an Kashmir has shown signs of improvement during the last seven years neither the state Government nor the Union Home Ministry believe that the strength of the police force in the state has reached saturation level. Police sources said that notwithstanding the fact that during the last 21 y ears the police manpower has gone up from 30,000 in 1989 to over 1.50 lakhs by 2010 the raising of additional police battalions has to be a continuous process. Sources briefed that on an average between 1,000 and 2,000 policemen retire every year and one has to fill the vacant posts. Secondly, the state Government and the centre wish to reduce the deployment of the paramilitary forces in Jammu and Kashmir and this too calls for raising new police battalions. During the last three years the deployment of the BSF has been thinned and that of CRPF was also being reduced. A senior police officer said that if the Government plans to further reduce the presence of the CRPF from the state here was need for raising at least 15 new police battalions. He suggested that in view of financial stringency it would be better to keep on adding two to three new police battalions every year. The officer said that along-with the increase in the police battalions here was need for making up-gradation and modernization of police weaponry, communication and transport a continuous process in view of the latest gadgets and weapons being used by the militants. He said that since Kashmir throws up new challenges the security grid has to be upgraded. In support of his contention he referred to equipping the police with non-lethal weapons for tackling street protests. During the last one year the use of these non-lethal weapons has reduced chances for civilian causalities. It was in the absence of these non-lethal weapons that 120 civilians died in police firing during the five-month long civilian strife in Kashmir last year.
