Lack of proper governance in State : PDP
11/19/2011 9:48:59 PM
EARLY TIMES REPORT
RAJOURI, Nov 19:Expressing his agony over the shocking state of affairs in J&K, senior
PDP leader Shahzad Khan said that there is lack of proper governance
in the state. He said that increased level of corruption, fear for
safety of life among the people in the valley, lack of social
security, unemployment among others is swelling day by day and
subsequently devastating the state on all fronts.
Shahzad said that the people in the valley are living in constant fear
for life because of the draconian laws like AFSPA, etc. The civil
liberties are curtailed; innocent youth are put behind bars and tagged
as stone pelters. Political instability has not only affected the
faith of the people in the state but also has badly affected the
economy, human resource development, social security and overall
development of the state. The recent supposed demand of the CM to
withdraw AFSPA is a mere eye wash as nothing concrete is being done.
Criticizing the increasing level of unemployment, he said that the
electoral promise of employment to at least one member in a family has
never been fulfilled by the present NC led government. Terming the
Sher-e-Kashmir Employment and Welfare Programme for Youth (SKEWPY) and
the recent New Recruitment Policy as rhetorical, Khan said that the NC
government has throughout history sold the name of Sher-e- Kashmir.
He said that the new recruitment policy will not only demoralise the
youth but also disillusion them since the state government is the sole
and the largest employment generating agency. He said that instead of
implementing the already existing schemes and projects on ground, the
government is fooling the people with new projects. Despite having a
large number of vacancies, the unemployed are yet to be absorbed into
the government jobs. Quality of education is very poor and basic
minimum facilities like enough teaching staff, roofed building, desks
and benches, nearness to home and an incentive to study is lacking.
Lambasting the non implementation of the centrally sponsored schemes
under Bharat Nirman and others, Shahzad said that the government is
busy minting its own money thus dumping the state into darkness and
backwardness. The employment programme under MGNREGS is not being
implemented properly on ground.
Similarly, rural electrification under the RGGVY is yet to be
implemented on grounds. Shahzad said that more than 63 years have
passed since India attained independence from the British rule but we
are yet to free ourselves from darkenss. The far flung border areas of
Rajouri and Poonch are yet to get an electric pole laid and a
transformer installed. People have to travel long distance to get
medical treatment and even come to Jammu because of lack of facilities
in the district headquarter leave alone PHC’s. Clean drinking water
too is a distant dream said Shahzad as people still fetch water from
rivers and baolies.
