AFSPA revocation row | 2 core groups formed to reach consensus | | EARLY TIMES REPORT Srinagar, Nov 19: To reach consensus on the partial revocation of Armed Forces Special Powers Act (AFSPA), state and central governments have formed two core groups who will finalize the final report on the issue, sources told. They said the groups were formed after the recent rift between the Army and Chief Minister Omar Abdullah over the issue of revocation of the controversial Act which gives sweeping powers to the armed forces. “To find an amicable solution of the issue, which will be acceptable to both Army and the state government, the groups have been asked to form the report. The report will take care of apprehensions of the Army and also will include how credibility of the CM can be maintained over the issue as he has already announced the Act would be revoked soon,” sources told. They said after the report will be finalized it will be sent to the state cabinet for the approval and later to the governor for his consent. Highly placed sources revealed that Omar has been asked by the center to start new negotiations with representatives of armed forces and take them into confidence before the Act is partially revoked from “some areas” of the state. Sticking to his demand for revocation of AFSPA from “some areas” of the state, Omar on Saturday said there was ample scope to go-ahead with the move while addressing the concerns of the Army. “I believe there is ample scope for us to go ahead with what we have decided to do, while at the same time addressing concerns that the Army has flagged off,” Omar told reporters in Jammu.
