'Inspector Raj' much worse than AFSPA, Hafta culture hurts more | | | Early Times Report Jammu, Nov 19: Revocation of Armed Forces Special Powers Act (AFSPA) does not directly impact commoners but Haftaculture prevalent in 'Inspector Raj' hurts all, from common people to traders. Records show that top political leaders are often heard talking of getting rid of the Inspector Raj prevalent in all departments which have public dealing. Apart from police, 'Inspector Raj' hurts commoner more in departments where traders are involved. These 'Inspectors' have been habitual of 'Hafta' which if not paid invites trouble for even those traders and businessmen who are honest in their dealings. However, instead of taking care of this dreaded disease, it seems that AFSPA has assumed far greater significance for Chief Minister's head. The campaign for revocation of the legislation has taken a toll on governance which was already marred by `trust deficit'. Omar promised repeal of AFSPA the day he assumed office three years ago. But same day he also promised clean administration. While he is striving hard to fulfill his promise on AFSPA, the other promise has been almost forgotten. Omar believes AFSPA gives `teeth' to the armed forces. He also believes that the armed forces do not need the powers that the legislation confers on them in the changing scenario. But there are officials called as 'Inspectors' by commoners who enjoy vast powers without a law like AFSPA. They have introduced what scared people call Hafta culture.. Hafta is recovered weekly or on daily basis depending upon the business of the victim and while recovering it the officials show extreme ruthlessness. Use of abusive language and even blows are very common. The `second class' citizen is humiliated to hilt in public. The ordeal ends only when the officials decamp with the victim's hard earned money. Hafta culture reminds one of the feudal system where a landlord would fleece the hapless farmer. Bringing such elements to justice should have been the top priority of the Chief Minister especially when a pledge was made to rid the society of such parasites. The difficulties in bringing erring men in uniform to justice are understandable but there is no law like AFSPA to shield officials who take Hafta. Will Chief Minister do the needful? |
