For Omar Farooq AFSPA, not uemployment,main issue ? | | | The National Conference leadership,including Chief Minister,Omar Abdullah,and the party President,Dr Farooq Abdullah,continue to harp on the withdrawal of the AFSPA from some areas in the state in such a way as if there is no other issue of public importance which deserve Government's attention.Even after having been told by the top leaders of the Congress to be cool,show patience and wait for sometime more Omar Abdullah seems to have one-point programme on securing centre's nod for lifting AFSPA from some areas in the state.The Parliamentary Affairs Minister,Ali Mohd.Sagar has stated that the Chief Minister's commitment on withdrawing AFSPA from some areas was "rock solid" and there was no question of showing any flexibility or wavering on the issue."It has to go,"seems to be a four-word mantra of the National Conference leadership.And Dr Farooq Abdullah has,once again,defended his son's ideas on the issue.Dr Farooq said that Omar Abdullah needs to be treated as an arbiter on the issue because as Chief Minister he is he right person to judge whether the time has come for the AFSPA to be withdrawn from some areas of the state.In support of his contention Farooq referred to the Chief Minister's decision to dismantle 40 security bunkers in Srinagar. Possibly Farooq believes that when the dismantling of the 40 bunkers did not create any added law and order problem why shold lifting of the AFSPA kick up some security problms ? But dismantling of 40 security bunkers had no direct or indirect link with the legal cover the security forces enjoy under AFSPA.Both Farooq Abdullah and Omar need to answer one question.If the security environment in the state has improved is it because of the sacrifices rendered by the security forces,including the Army,or as a result of the Government headed by the National Conference ?If the father and his son believe that the civilian rule has allowed the situation to improve why do not they plead for withdrawal of Army and the paramilitary forces from within the entire state of Jammu and Kashmir ? One wishes to know the nature of compulsions for the Chief Minister to forcefully support the demand for the withdrawal of AFSPA.He says he wants to lift it from four districts,Srinagar,Budgam,Jammu and Kathua but if left to him he would revoke the Act from the entire state. There are no security compulsions on the part of Omar to plead for withdraal of AFSPA.The compulsions are political.He wishes to compensate three-year long period of bad governance with the lifting of the AFSPA which he believes could help him in regaining the ground that the National Conference has lost because of poor performance.Second compulsion is that he would like to build a people-friendly image for himself so that his supporters could tell people that Omar rectified Farooq's mistake of enforcing AFSPA in 1990 by withdrawing the Act.The most important compulsion for Omar is to score over the PDP which has been encroaching into the areas known for being stronghold of the National Conference.Since the PDP leadership has been consistent in demanding withdrawal of AFSPA and troops Omar plans to outwit his political rivals by trying to be instrumental for the lifting of the AFSPA.He knows it that a day later or sooner the AFSPA may have to go if the situation continued to improve and hence he does not want to give any chance for the PDP leadership to claim the credit for it.This way Omar does not bother to address issues pertaining to unemployment,corruption,poor utilisation of development funds.He is in haste to see the AFSPA go. |
