Third week of Darbar: Secretariat work yet to gain momentum
Cabinet meeting likely this week

Jammu, Nov 20: The Secretariat opens here tomorrow on an optimistic note for common people who have been making rounds of departments for the past two weeks in vain. Chief Minister Omar Abdullah is likely to convene the first cabinet meeting after reopening of Durbar in the winter capital this week. The meeting assumes importance as it has some vital agenda to discuss including partial revocation of AFSPA as the main issue.
Even though it is third week since the Durbar started its work here in Jammu, not much has been registered or seen in terms of delivery of things and functioning inside the main seat of governance. While the Chief Minister remained mostly pre occupied with the Delhi visit which was loaded with his meetings with dignitaries who matter right from Prime Minister Dr Man Mohan Singh to other key ministers over politically hot subject of AFSPA revocation, most of the ministers in his council too remained away from the Secretariat, on account of their busy political schedule.
The cabinet meeting which normally takes place soon after the offices reopen in the winter capital has not happened so far. Sources say it would be convened this week but a specific date has not been yet conveyed to GAD, nor has the routine agenda been fixed yet. Earlier, the cabinet meeting was ti take place on last Thursday specifically to discuss AFSPA revocation but it was later postponed . The government however insisted no meeting was scheduled so there was no question of postponement. It is pertinent to mention that Chief Minister Omar Abdullah was criticized for not having consulted his cabinet or discussed the matter with the council of ministers before commenting publicly on AFSPA revocation.
Though he is expected to hold the meeting this week, sources say tentatively it may be November 22 or 23, as some senior ministers including Finance Minister AR Rather , who has gone with official Haj delegation to Saudi , are likely to come back and join the work within a next couple of days. Deputy Chief Minister Tara Chand who was reportedly indisposed for some time during the past week, is also expected to attend the meeting.
However, more than this meeting, the common people are actually waiting for functioning in various departments to get streamlined from this week so that their works and individual matters get settled in the concerned quarters. The Secretariat wore dull and deserted on the very first day of reopening as less than 50% of the employees attended and rest availed special leave on account of festivals. Even though the second week witnessed comparatively thick if not hundred percent attendance, the departments are not yet geared not seen in full working mode, which is why the people are pinning hopes that both political executive as well as the beauracratic bosses work in tandem and the files move forward in upward direction.
