Encroachment of migrants' land in Kashmir continues | Failure to enforce Distress Sale Act by Govt | | Early Times Report
Jammu, Nov 20: Failure of State Government to enforce Distress Sale Act in letter and spirit the encroachment of thousands kanals of land of Kashmiri migrants continues unabated in Valley. Enacted in 1997 by the State Government to save the left over immovable property of Kashmiri Hindus in Valley the Act has failed to act as a deterrent to check the encroachment of migrants land in Kashmir. The increasing land grabbing by unscrupulous elements in Kashmir has led to a lot of resentment among the displaced Pandits in Valley who accuse the Government for its failure in enforcing the law in letter and spirit. According to sources thousands of kanals of land belonging to Kashmiri Hindus has been encroached in different parts of Valley since 1989 after the militancy gripped the trouble-torn Kashmir. Besides the private land of Pandits the land belonging to religious places of Hindus has also been grabbed by these elements in different parts of Valley with state Government totally sleeping over the issue, sources added. Sources said that various Pandit organizations have petitioned before the State Government as well as Chief Minister umpteen times seeking his intervention in restoration of Pandits land in Valley. But he too has failed to take effective measures in this regard, sources added. Criticizing the Government's negative attitude towards the plight of Pandits convener Roots in Kashmir (RIK) Veer Saraf said that Government's negative attitude has made the Distress Sale Act ineffective and the grabbing of displaced Hindus land continues unabated. Saraf said that hundreds of applications of Pandits are pending before the revenue authorities in Valley seeking the restoration of their land which has been encroached by anti social elements enjoying the patronage of separatists and militants. The displaced Pandits who are hard pressed and have been forced to flee from Kashmir by terrorists are running from pillar to post get the encroachments vacated but to no avail. On the one hand the Government is making tall claims about return of Pandits to Valley on the other the Government is looking as a mute spectator to increasing land grabbing, said Bharat Bhushan Gosani, president Migrant Cell BJP. He said in case Government is really sincere it should take effective steps in restoration of land of Pandits as a Confidence Building Measure (CBM). Gosani said the grabbing of Hindus land especially those of shrines and temples has led to lot of resentment among the community members. He demanded immediate restoration of land of Chakreshwar Sansthan, in Srinagar and demolition of illegal constructions on this land, besides restoration of land and property of other Hindu shrines in Kashmir. He also demanded action against those revenue officials who are hand in glove with the encroachers and have encroached the grabbing of migrants immovable property in Kashmir. Gosani has also sought the intervention of Union Government in the matter. |
