J&K second highest in crime, Jammu No. 1

Jammu, Nov 20: Even while the findings of the 'Crimes in India' report released by Union Home Minister, a month back, have rated Jammu and Kashmir state of having the second highest crime rate in India, Jammu seems to be Number-1 in India.
And the credit goes to none other than the men in Khaaki, who "felicitates" crime related incidents just for petty gains. Much publicized Amandeep murder case, in which alleged under world Don Chowdhary Nagar Singh alias Nago and others along with senior police officers have been arrested on various charges is one of the glaring examples where police have become party to crime.
On October 27th, it was reported that Jammu and Kashmir has the second highest crime rate in India. The report was a part of findings of the 'Crimes in India' report released by Union Home Minister, P Chidambaram. Pertinent to mention here that, 'Crime in India 2010' produced by National Crimes Record Bureau sheds light on the crime scenario in the country for the year 2010.
A random survey conducted by Early Times' team collected vital information indicating the corruption has eaten the vitals of Jammu police.
"Right from Munshis of police stations followed by Investigation Officers, Station House Officers (SHOs) and further senior Supervisory officers are allegedly involved in corrupt practice," sources in police department revealed to ET.
Notwithstanding the instructions of top police brass to initiate people friendly policing, the subordinate staff continues to work as per their "respective choices". Merits of the complaint be damn, the police officers judge the case on their own and favour those who "grease their palms".
"I had to get a character certificate to apply for a job in a private sector. I was asked to wait, wait and wait….for at least one month. Finally, I paid some "fee" and obtained the required document," said a youth on pleading anonymity.
Sources further revealed that "only those who are influential or having political patronage are properly attended at police stations, rest are treated like goons. Even if the complaint is genuine for registration of FIR, number of technical reasons is cited by police before the applicant. Further, if some one complaints to higher-ups, the complainant has to face indirect wrath of Investigating Officers." Astonishingly, in certain cases-reported daily in all most all the police stations-where in after petty scuffle both parties agree for compromise, the same is made after "charging fee" from both parties, separately.
