DB issues directives for smooth regulation of Traffic in Jammu

Jammu, Nov 21: Division Bench of J&K High Court Jammu Wing today directed the High Power Committee that they shall ensure that the directions issued now and already issued under several orders to different functionaries shall be implemented and necessary compliance report shall be filed on the next date of hearing in form of an affidavit.
In a much publicized Public Interest Litigation regarding regulation of traffic in the city of Jammu, Division Bench of J&K High Court Jammu Wing comprising Chief Justice FM Ibrahim Kalifulla and Justice Virender Singh after hearing Sr Adv DC Raina with Adv Pooja Raina appearing for the PIL whereas AAG AH Qazi, Deputy AG Mr. V Bakshi for the state and Advocates R Koul and Parag Sharma for the respondents observed that the High Power Committee appointed headed by Divisional Commissioner Jammu met on different dates and consolidated report dated November 17, 2011 is also file. Court said DB only finds that High Power Committee was not in a position to formulate comprehensive scheme in order to regulate the traffic moment within the city of Jammu.
Division Bench further observed that in the submission it was pointed out that in order to formulate a comprehensive scheme, the involvement of commissioner/Secretary Education Dept J&K Govt, Deputy Commissioner Jammu and the SSP Jammu are necessary as the said scheme would required their support for its successful implementation. Apart from the above priorities it was for the High Power Committee to identify any other priorities as well for the purpose of formulating a comprehensive scheme.
Division Bench allowed that to include commissioner/Secretary Education Dept J&K Govt, Deputy Commissioner Jammu and the SSP Jammu as member of the High Power Committee and added such a comprehensive scheme would be formulate which would be operate upon on its formulation for smooth moment of traffic in the city of Jammu and fixed further hearing on December 2, 2011. With the observation that Division Bench confident re-constituted High Power Committee which would represented by AAG Qazi will be able to inform this court as to the manner in which it proposed to commence its function on the next date of hearing and also directed High Power Committee to ensure that directions already issued to different functionaries shall be implemented alongwith necessary compliance report to be filed on the next date of hearing on affidavit.
