Omar Abdullah's one-point agenda | | | Converting his idea of securing revocation of AFSPA from some areas of Jammu and Kashmir as his one-point agenda Chief Miniter, Omar Abdullah, has decided to send a three-member team, comprising GOC-in-Chief Northern Comman, Home secretary and the the Director general police, to New Delhi where they will have a detailed discussion with the union Home secretary, Defence secretary and the Army Chief on the latest security situation in the state.. Reports indicate that the police Chief and the Home secretary have been asked by Omar Abdullah to plead, strongly, in favour of partial revocation of the AFSPA. As per the Government report state Home Secretary B R Sharma and DGP Kuldeep Khoda will visit New Delhi to hold deliberations on partial revocation of AFSPA.. The decision in this effect has been taken following raging controversy over Chief Minister Omar Abdullah's demand for revocation of AFSPA from some parts of the state. The JK officials will clear the stand of the state government and will apprise the central government officials about the prevailing situation in the state. Omar seems to have been perturbed over the central Government's silence on the issue after top functionaries of the UPA Government including Prime Minister and Defence Minister told the Kashmir Chief Minister to remain cool and wait for sometime more. Hence he does not want his patience to be construed as a surrender. Once an impression went round the state Omar Abdullah could be ridiculed by his political opponents, especially by the PDP leadership for having opted for a surrender instead of losing power. By sending Home secretary and the DG Police to New Delhi Omar wants to mount pressure on the Defence Ministry, especially the Army Chief, Gen. V.K.Singh. If one takes into account the functioning of various central intelligence agencies and the Army one may find that these agencies besides the Army have more information about the security scenario in Jammu and Kashmir in the context of activities of militants than the state agencies. Neither the police nor the CRPF guard the LOC hence they are not in a position to say anything about the level of infiltration of militants from across the border.Since the Army keeps an eye on the developments in all the border villages one has to bank on their assessment of the situation so that the Government can determine and decide whether the time has come for partial withdrawal of the AFSPA or not. If Omar has decided to send two senior officers to New Delhi for briefing the Defence and Home secretaries besides the Army chief it would be like carrying coal to New castles. In fact the Defence Ministry bases its assessment of the security situation on the the reports submitted by the Corps commanders to the Army Chief. Hence both the Defence secretary and the Army Chief would be guided by the report from the Corps commanders and not by the report given to them by the Home secretary and the DG police.Omar knows it fully well that the centre may give its nod to partial revocation of the AFSPA after a couple of months and in order to impress the people in Kashmir that he (Omar) is determined to see an end to AFSPA from at least four districts, Jammu, Kat hua,Srinagar and Budgam, he is seen unwillng to stop r aking up AFSPA revocation issue. |
