| The militancy and anti India pressures started simultaneously in the remote areas of Jammu region under the plans of the Kashmir valley separatists with the assistance of foreign mercenaries. No doubt the resistance to the anti India elements was more in remote areas of Jammu region inspite of there being substantial Muslim population. There were more killings of locals , more tortures to locals, more loss of life and property for the locals in Jammu region. It started almost in 1990/1991 and is still continuing even in 2011. Inspite of there being no proper reporting and registration still a good number of cases could be quoted of migration / intended migration due to militant pressures in Jammu region of J&K. There were / have been no less pressures on the locals in Jammu region like that were there in Kashmir region. As regards the State of J&K the affect of Armed Conflicts on the children / coming generation need to be seen in reference to the ongoing insurgency and militancy. More particularly after 1989-90. The Psychological, Physical and Social angles should also be kept in view while looking at the Child Groups in J&K. They are more from those parents who are migrants / displaced { under the prevailing pressures} / tortured by militants / exploited by circumstances around like majority of Kashmiri Pandits who have left Kashmir Valley. Hindus / Muslims who had /have left their homes in Districts of Doda, Udhampur, Rajouri , Kathua and upper reaches ( as well as those who were compelled by the neglect / their economic conditions/ educational status to go back to the disturbed areas ) or even those who have left Kashmir villages and have come to the towns of Kashmir Division are still looking for some respite. Many of the type have suffered . But worst hit have been those in the remote areas of Jammu. Those who migrated from distant areas of Doda, Rajouri, Kathua, Udhampur, Ranban, Banihal, Kishtwar were not well / duly received by the administration. The people of these areas had no option than to either stay under the rein of militants or live miserably in deserted places. So ,their children have remained in the worst agony. Their education has suffered the most ,in addition they have been suffering from poor health., remained under Psychological depression. Those who are still living back in the areas under regular threats of armed attacks by the insurgents/ militants and pressures of actions by the security forces for flushing out militants are adversely affected. No doubt fears of exploitation of the honour of their parents / sisters / self by militants have always tortured them. To be brief ::: (a) Heavy socio economic stresses (b) Depressions (c) Poor Health (d) Increased infant deaths (e) Mothers being under heavy fear psychosis there by retarding the growth of their babies both physically and mentally. Children who get injured or hit as a result of on going armed conflicts / or suffer from disease and belong to poor parents from remote area are worst sufferers since medical aid is remotely available to them and hence the handicaps produce more adverse affects on them and they have to bear it for decades ahead.{e}The sick children fail to get immediate medical attention due to restrictions imposed on movement due to insurgency and combat operations; and more particularly when located in far-flung and backward areas. Even high fever could make child lose his life or may become physically or mentally disabled for life. And cases have surely been there, though may not be listed.{ f} Children of poor parents are mostly the one who suffer physically and educationally. The resourceful parents can move / may have in some cases moved the children from disturbed areas (even out side J&K) and have secured quality education for such children. But those from poor parents have stayed back in militancy affected areas { inspite of terrorist / community pressures } where schools remain closed / without teachers and they do not have peace at home for the studies as required in today's competitive world. Here too the neglect has been more in affected areas in Jammu region.{g} Children have been made handicapped physically, educationally, economically and in capacity to build their future. They have been socially pushed back, those who have lived in 20 years of armed conflicts (acts) have very less capacity to take to good economic means of living and there are all chances for use/ exploitation of such growing / grown up subjects by the militants, criminals , religious fundamentalists, and separatists. The problem has to be hence seen more in backward, rural, poor, illiterate and innocent people who have been much exploited by their fortunes and could still be exploited by those who have no regard for Human Values. It is a truthful fact that {a} most of the areas of Jammu "province province" of pre independence days / Jammu region are distantly placed in comparison to Kashmir valley, the road network is very less as compared to Kashmir valley, the terrain and topography is more rough {b} the people in general have been economically weak { c} region lacked industry and the tourism potential that the region had had remained unexploited over the years . The region had maximum forest wealth but though the forest wealth was commercially exploited , no proportionate expenditure was pumped back for the development of the areas {d} the people of the area were and are hence economically poor, the education level is low and lack exposure to the outside world .{e } those who migrated from Kashmir valley had better educational and administrative history, their average economic level was better, they were more exposed to outside world, so on migration they could manage their affairs better, were able to draw the attention of the outside world and could arrange some educational / employment security for their children on migration where as the migrants / disturbed people of Doda/ Rajouri / Udhampur etc could not. Affected people from Jammu reason much less privileged in this regard, they were less educated and had very less connections outside. Therefore, they could not force their case for securing the support to fight the neglect and hence some of them are still helplessly hoping for getting relief equivalent to migrants. The poor in the farflung areas of Jammu Region have been regularly killed by militants . In most of the cases the killings , torture , rapes are for (i) maintaining a pressure, making the presence of militants felt inspite of security forces around and (ii) for seeking the support of the local people for safe militant hideouts and movements in the area. The poor , uneducated and neglected villagers have no alternative then to stay back and their children are pushed deep into distress, state of bad health and backwardness. Surely the future of school going children and youth has been most adversely affected all these years. Special programs need be drawn out for them to make good the loss.
