District devp boards to have elected panchayats: Omar | | | EARLY TIMES REPORT Jammu, Nov 22: Jammu and Kashmir Chief Minister Omar Abdullah today said his government will ensure that panchayat members are elected as district development board chairmen. Addressing a large gathering of sarpanches and panches in Jammu University here after launching the process of distribution of identity cards to panchayat members, he said, "We reaffirm our government's commitment for effective and powerful panchayat system in Jammu and Kashmir. "Before the tenure of the present dispensation ends, we would work for ensuring that the chairmen of the district development boards are the elected members of panchayats and district plans are formulated with the active involvement of panchayats." He said gradual takeover of the affairs of district development boards by elected panchayats is the ultimate objective of his government. Orders for transfer of powers regarding 18 departments have already been issued, he said, adding he would personally analyse the status of their implementation at grass-roots at a meeting of heads of these departments soon. He alleged that the Opposition parties made municipal corporations and councils ineffective and powerless bodies during their tenure. "They did not even attempt to empower urban local bodies with a single power and made them to suffer for want of funds and authority."
