We're living in police state: 4 deaths a day in lockups in last 10 yrs

Jammu, Nov 23: Four deaths a day in lockups is unquestionably a reason to describe J&K as a police state. Ironically, there is no government agency to take police to task whenever they exercise rigid and repressive controls over the social life of innocents.
After every custodial death, police are assailed and protests are held but no senior officer has so far been held guilty in this regard.
Even if someone is anti-social, or an outlaw, police have no legal right to kill him. There are courts to decide about punishment to such people.
A youth of Gajansoo area got killed under mysterious circumstances in the recent past. While family alleged that he died in police custody, police maintained that he had already escaped from the police post lockup. An inquiry was initiated after protests but its report, if completed, was not shared with press.
There are dozens of instances when serious allegations of torture deaths were levelled against police but no one was dismissed from services. It may continue in future too if the government fails to exercise its authority and book the guilty police officers.
Since 2001, more than 14,000 people have lost lives in police and judicial custody in the state, according to the data compiled by Asian Centre for Human Rights (ASHR).
The data, which was collected between 2001 and 2011, said more than four people died in custody everyday.
While 1,504 deaths were reported in police custody, over 12,727 lost lives in judicial custody according to the cases submitted to national human rights commission (NHRC).
A home ministry report in this regard said 15,809 people, including troops, civilians and militants, were killed in J&K.
Not only custodial killings which brought bad repute to the men in khaki, the registration of false and frivolous cases against innocent persons to intimidate them has also tarnished the image of 'protectors of law'.
The fake cases are made against those who have no political or bureaucratic connection and are registered often under pressure on the insistence of 'high and mighty'.
However, no punitive action is initiated against the erring police officer when on some occasions it gets clear that the case was registered on false and fictitious grounds.
Last but not the least, the men in khaki unnecessarily harass people who have legal grievance under the jurisdiction of a particular police station.
