Why do Panches need identity cards? | | | Early Times Report Jammu, Nov 23: The Chief Minister today reaffirmed his government's resolve to empower Panchayati Raj. Addressing Panches and Sarpanches here today, he talked of issuing identity cards to them. But why do they need identity cards? Kashmir is a place where everybody has to carry identity cards. In fact it forms the life line of a person in this `neglected land'. However, a democratically elected representative need prove his identity. He is known to police and the security agencies. He needs security instead and the Chief Minister should have talked about their security. Omar said that the issuance of identity cards to the panchayat members would enable them to enter the offices of Government departments, interact with officers and seek redressal of public grievances about development needs. This argument, however, makes no sense. As per precedents a person especially a `democratically elected' representative sends his visiting card to the officer he wants to see. And when the officer comes out of his chamber to receive him, he feels important and elevated. The Chief Minister must get a pack of visiting cards printed for all the Panches and Sarpanches and instruct the officers to come out to receive them when they send the card to them. This will go a long way in empowering them. For Chief Minister's information even a commoner feels humiliated when asked to show his identity card. The panches and Sarpanches deserve to be treated honourably. |
