Indo-Pak trust deficit can't go without ISI, Army support ? | | | That the Army and the ISI in Pakistan function outside the jurisdiction of the establishment inIslamabad was further confirmed when the Government of India,basing its information on the inputs of the intelligence agencies,alleged that the ISI continued to support several terrorist outfits,including Lashka-i-Toiba,Jash-e-Mohammad and Hizbul Mujahideen for their plan on kicking up violence in India,especially in Jammu and Kahmir.Many in India believe that while the ISI and the Army in Pakistan move in one direction the Government led by Asif Ali Zardari moves in a different direction.Both Zardari and Yousuf Raza Gilani have evinced interest in normalising ties with India by not insisting on the settlement of the Kashmir issue before initiating moves on confidence building measures and on promoting trade and travel between the two sides.And Prime Minister,Manmohan Singh,has described Gilani as a man of peace after the Pakistan Prime Minister assured his Indian counterpart that Kashmir issue will no longer be a hurdle in the process of dialogue aimed at reducing trust deficit and at enlarging bilateral trade.However,there is sceptism in India after New Delhi has claimed that various terrorist outfits,including Lashkar-i-Toiba,Jash-e-Mohammad and Hizbul Mujahideen continued to receive moral and material support for their anti-India activities from the ISI. Not only this:The Pakistan Army continues to aid and assist militants in crossing into Jammu and Kashmir for carrying out acts of subversion and sabotage.It is an admitted fact that not a single terrorist can cross into Jammu and Kashmir without the support and assistance of the Pakistan Army guarding the LOC and the IB.This situation throws up two questions.Is Islamabad adopting a dual policy by demonstrating its willingness to resolve bilateral problems through negotations and talks on one hand and on the other allowing the ISI and the Army to aid terrorists ?Or is Islamabad a helpless entity before the ISI and the Army ?Well the second question seems to be more credible that the first.Recently the Pakistan cabinet agreed to grant MFN status to India in the interest of trade and commerce after financial experts informed the Government that lifting trade restrictions could help Pakistan because in the absence of MFN status to India Pakistan lost two billion dollars a year.But the establishment in Islamabad delayed implementation of the cabinet decision only because of opposition from the Army to the plan of granting MFN status to India. The Army wanted to be taken on board while taking a decision on granting MFN status to India.Hence the Army and the ISI are not in favour of Islamabad planning to normalise its relations with New Delhi.There is a feeling in the top circles in the Army and the ISI that if India and Pakistan succeed in improving cordial ties it could reduce their importance before the establishment in Islamabad.And the ISI believes that by aiding and supporting terrorist outfits for kicking up violence in Indian states,including Jammu and Kashmir, the civilian Government in Islamabad may have no other alternative but to look towards the Army and the ISI for help.Over the years it has been found that no civilian regime in Islamabad has dared to keep the Army and the ISI under check.Whenever any civilian ruler has tried to fiddle with the supremacy of the Army and the ISI it has been followed by coups thereby denying to Pakistan the benefits of democracy.If anyone has doubts about it one should keep in mind the tremors caused in the establishment when reports went round that the Army Chief Gen.Ashfaq Kayani planned to takeover the reigns of the Government. This way whatever agreeements are signed between New Delhi and Islamabad may have no significance unless those agreements have the support from the Army and the ISI. |
