No headway in recruitment of remaining 3800 posts | PM's package for migrants | | Early Times Report JAMMU, Nov 24: Despite the assurance given by Union Home Ministry to National Human Rights Commission (NHRC) that all the remaining posts under Prime Minister's employment package for Kashmiri migrants will be filled up by December 2011, no head way has been made in this regard till date. According to sources the State Government has not initiated the process for absorbing the providing employment to 3000 remaining 3000 migrant youth under PM's package till date except writing the centre to provide funds for the same as the state lacks resources for the same. Sources said that though various KP organizations are pressing hard Government to initiate recruitment process for the remaining posts under PM's package as early as possible, the State Government was adopting delaying tactics on the issue. Out of 6000 posts the centre ahs to bear the expenses for 3000 posts while the state has to mobalize funds for remaining 3000 posts as per the PM's package announced in June 2008. While the recruitment process on 3000 posts for which expenses were to be borne by centre was initiated in 2009 and the appointments made last year, no process for making selection on remaining 3000 posts was made till date as State Government showed reluctance for the same due to paucity of funds, sources said. Besides these 3000 posts no steps were taken on making recruitment for remaining 800 de-reserved posts till date. The delaying tactics of the Government inn implementation of PM's employment package has generated a lot of resentment among the displaced Pandits from Valley in general and community youth in particular. If the recruitment process is implemented at such a slow speed then it will take two decades to State Government to implement the PM's package, said J L Pandit a KP leader. He said in last 22 years of turmoil while two lakh youth were provided government jobs in the state the Kashmiri Pandits were totally ignored. Even the community was not given its share as per its ratio in population, he added. This was deliberately done by the those in power and after the community took up the issue with Union Government it announced a special package for the migrant youth in 2008 and it too was not implemented till date in letter and spirit. Annoyed over the Government's attitude some KP organizations including Kashmir Samiti Delhi (KSD) approached the NHRC and sought directives for the Government in this regard. While State Government representative did not appear before the Commission the Union Home Ministry representative assured the Commission that recruitment process under PM's package will be implemented by December this year. However till date no effective steps were taken by the State Government in this regard which as per the terms of package has to make recruitment on remaining 3000 posts. To absolve itself from the responsibility the State Government has written a letter to Union Government seeking funds for the remaining 3000 posts, sources added. |
