Future of over 200 CIC employees in jeopardy
File sent to GAD for approval: Ruhullah

Jammu, Nov 25: The future of more than 200 employees working in various Community Information Centers across the State is in jeopardy as the government seems in no mood to to form any policy for regularization of these employees working since last 8 years on consolidated basis.
The central government with the aim to provide access to the rural community to acquire information with regard to the use of modern techniques in the field of education, agriculture, floriculture, tourism and marketing services through internet. As many as 32 Community Information Centers were established at Block level with modern infrastructure including one server machine, five client systems, one each of a Laser Printer, Dot Matrix Printer, modem, LAN hub, Webcam and two UPS (1KVA, 2 KVA) connected through a remote VSAT.
Accordingly two CIC Operators (CICOs) were appointed at each center for managing and to provide services to the public. CIC operators have been trained to manage the centers, provide services and impart training on basic computer operations and software packages to visitors. The broad objectives for providing services through CICs were laid down which emphasized variopus IT related activities like E-governance, Market Access and E-Commerce, Access to Socio Economic Databases, E- Learning and E-Education etc. It was in the year 2009, the central government handed over the project to state government since then these employees are continuously facing government apathy on one or other count.
According to the officials of the CIC Operative Association, the CICs have been made operational on whole time basis but no regular staff was created and instead the government appointed 2 CICOs on contractual basis and fixed the salary @ Rs. 5500/Month which has now been enhanced up to Rs 10000/Month. The Association said that majority of them are MCA'sand B.E's. They said that most of the CICOs have crossed the age limit set by the recruiting agencies of the state. They said that CICOs render their services in highly militancy affected areas and perform their duties with zeal and zest. They said that the State Govt. has framed a policy for the regularization of State Contractual Employees after rendering 7 years of services and demand that their services should also be regularized on the same analogy as applicable to the state Contractual Employees.
They said that they were running from pillar to post pertaining to their parent department. They said that they have also approached the Chief Minister Omar Abdullah, but nothing has been done so far.When contacted Minister for Information and Technology Agga Rahullah, said that the a request to General
Administrative Department (GAD) regarding the regularization of the services of CICOs for approval had already been sent. He added that after approval from GAD, the file will be then sent to finance department for final approval. Rahullah is hopeful of their regularization shortly. He said that government is planning to construct two IT parks, one each in Jammu and Srinagar so as to give the boost to IT sector in state of Jammu and Kashmir. He said that government is also in process for luring the national and international IT firms to establish its business in Jammu and Kashmir. He said that said before inviting International firms, the government is eying on National level IT companies to expand its business in the State.
Responding to a question Rahullah said that peaceful summer this year in itself speaks volume about the conducive atmosphere in the State for both National and International companies to establish business ventures in the state.
