Indiscipline thy name is NC-Congress Govt | | | It is no longer a question whether Jammu and Kashmir is on the top or in the second place among the corrupt states in the country.In fact the level of corruption is directly related to the style of governance. And if this is the measuring rod the level of corrupt pract ices has gone up in Jammu and Kashmir during the last three years because of poor performance of the coalition Government led by Omar Abdullah. One has been hearing a case against a retired patwari or a naib tehsildar having been registered in the Vigilance commission on charge of their corrupt practices. Not beyond this. Sharks have not been touched so far. See the Government's lack of intention on dealing with corruption which is manifest by its inordinate delay in filling vacant posts in the State Accountability Commission and the Information Commission. For a number of years these two bodies had remained headless. Even the Vigilance Commission is yet to cause any panic in the Government circles because of certain constraints its members feel the result of interfence in its working by powers that be in the state. In fact there is no sustained campaign against corruption and against the corrupt despite day in and day out declaration by the Chief Minister on his commitment to resolve the problem of corruption. One should forget about corruption in Jammu an Kashmir because it is not only a national but a global phnomenon too.What worries common people is the rise in the level of indiscipline in Government offices, educational institutions and other Government agencies and coporations. Possibly it is for the first time in the country that a small area like Poonch has witnessed a unique case of four schools having been locked during normal working hours. And fortunately senior Government functionaries were told about it by people in the area which led to immediate action from the authorities in the shape of placing 23 teachers under suspension.What was amazing is the disclosure of the people of the area who told Government officials that teachers invariably played truant leading to closure of school complexes for days together.This incident indicates that employees have no fear of the Government, the minsters, the legislators and departmental heads.Hence they enjoy liberty in indulging in truants and some among them playing with the destiny of the students. It happens not only in the education sector. It is in vogue in the health sector too especially in the hospitals, dispensaries and primary health centres located in villages and hilly belts of the state. Doctors and paramedical staff usually remain absent because they have nothing to be afraid of. Those doctors, paramedics and teachers besides engineers, who have some support from politicians belonging to the ruling parties do not find it necessary to be present in the hospitals and dispensaries, schools and offices. Yes, doctors and engineers remain present the day they are supposed to receive their salary. It is not their fault.The state Government and its agencies are responsible for it.Recently Omar Abdullah drove to the office of the RTO for getting his driving licence renewed. A minister was waiting for him and this very minister had kept the documents ready. Omar entered the office of the RTO and got the renewed licence within half a minute after signing one document. Omar thought that he was the newsmaker that day. He would have been so had he bothered to visit the office icognito and find out whether those who visit the RTO's office are as lucky as he was by receiving the renewed licence with or a day or within a month depending on the willigness of the applicant to dole out crisp currency notes. Normally files in Government offices do not move unless they carry the weight of currency notes. It happens because they know that corrupt practices percolate from the top to the bottom. |
