‘Orientation programme on RTI’ organized at GDC Ploura

Jammu Nov 26: Government Degree College Paloura organised an orientation programme for the students on the topic "RTI: Problems and Prospects" in collaboration with Life Long Learning Department of University of Jammu on 26-11-2011in the college campus.
Prominent Advocate Sheikh Shakeel and RTI activist Raman Sharma were the resource persons for the orientation programme. Adv Sheikh Shakeel spoke on the background of Right to Information Act 2005which is an Act of the Parliament of India "to provide for setting out the practical regime of right to information for citizens." The Act applies to all States and Union Territories of India except the State of Jammu and Kashmir because Jammu and Kashmir has its own act called Jammu & Kashmir Right to Information Act, 2009. Under the provisions of the Act, any citizen may request information from a "public authority" i.e. a body of Government or "instrumentality of State" which is required to reply within thirty days. The Act also requires every public authority to computerize their records for wide dissemination and to pro-actively publish certain categories of information so that the citizens need minimum recourse to request for information formally. He also informed the students that the Act of RTI helps in bringing about the transparency and openness in the system.
Another resource person Raman Sharma shared his personal experiences in this field of RTI and mentioned problems associated with it and suggested measures on this particular issue. He stressed upon the need to develop educational programs for the public especially disadvantaged communities on RTI. After this an interactive session was held in which students participated actively and asked number of relevant questions on the issue to both the resource persons.
Principal of the college Dr Hemla Agarwal presided over the function and stressed on the participation of public Authorities in the development and organization of such programs to promote timely dissemination of accurate information to the public. Dr. Sandeep Singh from Department of Life Long Learning University of Jammu was also present on the occassion. The proceeedings were conducted by Prof. Nisha Bhagat.
