| Claming credit for agitation against Dogra Certificate Hurriyat Conference (M) chairman, Mirwaiz Umar Farooq had said on 28 April that the state government wants to divide and sub-divide the State. Umar Farooq's intentions were exposed when he indirectly inferred that with the issue of Dogra Certificate to people of Jammu Division Government wanted to send a message that t there are very few takers for freedom in Kashmir ( J&K). Umar Farooq alleged that mainstream political parties are using Assembly as a platform to devise strategies against the majority population in Jammu and Kashmir. Surely to him majority population meant Muslims. The communal intensions of the separatist leaders after whom the New Delhi "Interlocutors" have been so desperately running to steal a few minutes for a dialogue have been exposed ( in their protesting against the oneness of the people of Jammu Division. National Conference led Government had come up in 2011 with the plan for issue of Dogra Certificates for the welfare of the residents of J&K outside Kashmir Valley .Revenue Minister J&K had come up with a statement that all those who belonged to Jammu Division of J&K ( irrespective of their ethnicity, religion, caste, language , district , region ) were the Dogra and hence qualified for issue of Dogra Certificate. Surely the revenue Minister did enjoy the good will of Chief Minister. It was worth appreciation , that inspite of so much attention given to separatists elements from Kashmir Valley the State Government had come up with such explanations ignoring all political compulsions. The separatists from Kashmir valley and those who have been attempting to divide the people of J&K on communal lines had been shaken with the Government calling all the people of Jammu Division as DOGRA. The Peoples Democratic Party President, Mehbooba Mufti too did not lag behind when she claimed every one in "J&K" wanted that Dogra Certificate order be rescinded. Where as the order pertained to Jammu Division and no one protested from Rajouri , Poonch, Udhampur, Doda, Kathua, Kishtwar . Mehbooba too was exposed since to her every one of J&K means only those who are from Kashmir valley. MLA Langate, Er Rashid had called rescinding the Dogra Certificate order as "victory of Kashmiris". He has gone to extent of saying that by cancelling the Dogra Certificate Order " they " ( Government) have surrendered before the genuine aspirations of Kashmiris. Does Hon'ble MLA mean to say that aspirations Kashmiries are against the identity and welfare of the people of Jammu Division ( Dogras) ?.It is time for the common man of Kashmir Valley to rise against such leaders who believe only in the divisive policies. Similarly NC leader & MP Dr Mehboob Beg, Sr PDP leadr Muzaffar Hussain Baig
, Senior Counsel Zaffar Shah called the issuance of Dogra certificates as a politically motivated move.
First it was sounded that the people with Dogra Certificate would get preference in getting services in security forces since DOGRA is regarded as a martial race. Later when the Kashmiri separatists and some valley centric leaders raised protests , Government did not lose time in clarifying that Dogra certificate was to entitle the people of Jammu Division for some relaxations in the physical standards for recruitment in security forces. Mr. Raman Bhalla and Tara Chand were later quoted by some giving a different facelift to the objective behind issuing the Dogra certificate order . Special relaxations were already there for people of Kashmir valley and Ladakh as regards recruitments in armed forces . Hence, objections that came from valley were not for the purposes of simple employment. Many Jammu leaders might have come to know that relaxations as regards physical standards for people of Kashmir valley and Ladakh were already there only after such news was floated in the media on behalf of union Home Ministry.
Kashmiri leaders kept on seriously working on the issue . Where as the Jammu leaders did very less home work. Raman Bhalla had given an opportunity to Jammu leadership ( social and political ) to carry the message that even those who talk of Chenab Valley / Pir Panchal do fall in the domain of Jammu Region ( Jammu Division). The local leaders failed to hold the strings. So, it was not fair to simply accuse Omar Abdullah Government for bowing before Sayeed ali Shah Geelani. The strategies that the Kashmiri leaders adopted were well thought . But the strategies that the Jammu leaders held appeared casual.
The official identity to whole of Jammu Region as DOGRA would have given strength to the people of Jammu Region to raise genuine demands. The issue of social, economic and administrative neglect of the backward areas of Jammu region ( Doda, Kishtwar, Poonch, Udhampur, Ramban, Rajouri, Kathua , etc) could be better raised as a unit under the banner of Dogriat . The definition of Dogra as laid by J&K Revenue Minister that had disturbed the Kashmiri conservative mindset should still be used to make the people aware. A definition parallel to Kashmiriat has been laid down in Dogriat by Raman Bhalla in more clear terms. It would surely weaken the evil designs of those who are working to divide the people of Jammu Region / Division on communal lines. So far, it were only the people of Kashmir Valley who were more known out side J&K. But the Dogra Certificate controversy has disclosed to the outside world that there is a large part of J&K known as Dogra that extends from Kathua to Doda districts of Jammu Division. The Dogra certificate issue may not bring some extra employment benefits to the Dogra people of J&K. But the official recognition of people of Jammu Division as DOGRA will make them to stand more united against the forces who may be there to weaken the socio religious ties amongst the Hindu and Muslim (No doubt who are also economically the poorest.) of Jammu Division.
But the local leaders of Jammu Division did not work that united and logically on this ( grant of Dogra Certificate ). So, no good political support was generated for Omar Abdullah from outside Kashmir Valley on the issue of Dogra certificate. Had it not been so, Omar Abdullah would have stood against the separatist pressures as well as ( pressures from some Kashmir centric leaders) who were disturbed with the definition of Dogra as was given by the J&K Government. The subject of Dogra Certificate would not hove been consigned to files.
Order No: 69 of 25th March 2011 for issue of Dogra Certificate to PRCs of Jammu Division and 82 of 7th April 2011 were superseded by order No: 101 dated 28 April 2011 by Revenue Department J&K Government keeping in view UO U.O No.1-45023/6/2008-Pers-2 dated 2-04-2011dated 2nd April of MHA of GOI .But the definition that Jammu Division is Dogra has not been withdrawn. Only the need or such certificate for recruitment has been undone after preference has been extended all the people of J&K. No doubt the definition of Dogra of J&K still stays. No objections to the issue of Dogra Certificate came from any part of Jammu Division / Region. So, the question is that what was there in DOGRA CERTIFICATE that disturbed the Valley leaders ?.Kashmir centric elements do not see any dangers to integrity of J&K when they see J&K only in Kashmiriat. But when Raman Bhalla talked of DOGRA as identity of whole of Jammu region , some Kashmiri leaders and opinion makers saw dangers to J&K . How funny. Some Valley leaders have been quoted as having said that Dogra Certificate was intended to divide J&K on Communal / ethnic lines. Where as Raman Bhalla had clarified that all the residents of Jammu Division ( Jammu Province of erstwhile J&K State of Maharaja Hari Singh ) whose elders were residents of J&K in 1944 are Dogras irrespective of the religion, ethnicity, even dialect they speak . But still the Kashmiri leaders echoed their objections.
Some Kashmir Valley leaders have succeeded to some extent over the years in exploiting the innocent people of Kashmir valley in the name of Kashmiriat and religion. The separatist leaders have used religion as one of the tools to mis guide the people and are very much on job to sow the seeds of communalism even in the muslim majority pockets in Jammu Region ( DODA, Rajouri, Poonch, Banihal, etc). Similarly some so called main stream leaders too have based their plans on separatist like work plans and use Kashmiriat for their survival.
So, it is the definition of Dogra that was put forth by Omar Abdullah's Revenue Minister Raman Bhalla that had disturbed not only Sayeed Ali Shah Geelani but all Kashmir centric leaders even from so called main Stream parties. A definition of Dogriat parallel to Kashmiriat emerging from order as was issued by Omar Abdullah Government has been the actual thorn. Earlier Gulam Nabi Azad had talked of Dogriat in 2006.
