Mere E-Governance will not help Mr CM | | | Early Times Report JAMMU, Nov 26: The Chief Minister Omar Abdullah today stressed need for for e-governance. He said it would bring the much needed transparency in the functioning of government departments. Transparency is what the people have been striving for but it seems a distant dream especially when the ruling party's MLAs and their workers are on the prowl. According to reliable reports, the NC MLAs and their associates ensure that construction works go to them or their relatives. The genuine contractors are left high and dry. There have been instances when the MLAs and their men have threatened honest officers of dire consequences in case they did not follow what they call `code of conduct'. The Chief Minister said that among other measures taken by his Government to curb corruption and ensure transparency in the functioning of government departments and giving boost to good-governance, the process of e-tendering is another milestone in the campaign against malpractices. Omar also urged the authorities to allow checking of the details of a project by interested persons. The Chief Minister deserves appreciation for taking such steps. But is it practicable? Can it be implemented on the ground? Omar cannot be unaware of the functioning of the Vigilance Organization. It traps pety clerks and Patwaries. The big sharks are let free for a purpose. The organization deliberately leaves loop holes in the charge sheet which go in favour of the corrupt officials in a court. And in exceptional cases when a shark is caught, he is punished with promotion a few months later. Mere E-governance will not help. The whole system needs to be overhauled if not replaced. But can the Chief Minister do it? |
