| The third anniversary of the Mumbai carnage is a day of mourning and reckoning--mourning for the martyrs and reckoning of the success in punishing the perpetrators of the heinous crime. . Mourn we do. It comes natural to us. But it has to be admitted with a sense of national shame that the Indian nation and the state have done little more than breast beating and pleading with the US to "pressurize " Pakistan to "do more" to secure punishment to the identified guilty.Do more of what ? Protecting and promoting the likes of Hafiz Sayeed and Zaki ul Rehman Lakvi? Syeed pranced free with a rare swagger spewing venom against India. A FIR registered against Hafiz Syeed did not even fulfill the ingredients of the offences he was charg-ed with . It was predictably thrown out by the court The world is bluntly told that action against him and the LET was not possible as they "enjoyed large public support". If that be so why are they not sitting in the Natinal Assembly ?Or is it that their men are there but wear different caps ? Lakvi, as testified by US officials lords in the five star comfort of his well appointed dwellings hy-pocritically labeled as Prison. His communication net work is operational .He continued to direct terrorist operations by Lasjkar _e- Toba from his secure headquarters in the Pakistani Prison. . The Government of Pakistan refused to be "satisfied" with voluminous evidence provided by India in God knows how many installments . While the farce of exchange of evidence and diplomatic contacts plays out, the Cross Border Terrorism envelopes more and more parts of India , terrorist infrastructure including recruitment , Training camps is updated and upgraded by Pakistan simultaneously remaining in eternal denial . Fully trained and heavily armed terrorists are concentrated in launching Pads dotted along indo-Pak border/ LOC . awaiting orders and opportunity to infiltrate. Infiltration bids have become an every day occurance. Worst of all, we are loosing young officers in the encounters'. Terror emanating from the soil of Pakistan was steadily and persistently moving in to take the entire country in its vicious grip. Tragically,, while Pakistan government driven by its Military takes secular democratic Republic of 125 crores boasting of the third largest standing army of the world on the merry go around, India always blinked first in every stand off. The latest instance of catapulting comes from Maldives. Prime minster Manmohan Singh not only took hundred eighty degree turn on the issue of negotiations with the belligerent neighbor but vexed eloquent even calling PAK Prime Minister Geelani a "man of peace". This must have embarrassed the poor man . In Pakistan today every politician in power strives hard to project himself as a hard liner primed for combat. Geelani heads the government of Pakistan which our National Security Adviser ,only the other day called "a rogue state sliding into anarchy.. The Prime Minister also chose to certify that the Pakistan Army was "on board the peace process". Pakistan Army was in deed aboard on negotiations with India-the enemy number one , but not for securing peace . The aim was to gain more and more leverage over the issue of Kashmir , weaken Indian nations' will to defend its unity and integrity and extract as many concessions as possible. They were convinced that "a confused and politically fractured nation with weak leadership" practically at war with itself. India was vulnerable. Of course, ,they are hallucinating. In a democracy , political parties may have different perceptions and agendas but when it comes to the integrity and security of the country ,the people of India rise and respond as one .On patriotism there were no two opinions.. The history of independent India and three wars plus Kargil stand witness to this reality. Foreign Minister Krishna made two significant points on the eve of the third anniversary of Mumbai attack which violated the sovereignty of India and cost 166 precious lives. First. "There is no place for terrorism as state policy". Who else but Pakistan pursed terrorism as the state policy and its army treated terrorists, called Non State actors as her strategic assets. Second. "No selective fight against terrorism".. The entire world knew and acknowledged that Pakistan was the epicenter and exporter of international terrorism . According US Secretary of State Hillary Clinton Pakistan bred snakes in its backyard. Yes, Pakistan was also a victim of self-inflicted terrorism of the variety she has herself spawned. Sadly.. our respected Prime Minster chose to forgot or ignore this fundamental distinction between the two streams of terror while certifying in Maldives that "Pakistan was a victim of terrorism" Too many national policy somersaults in relation to Pakistan especially on Jammu & Kashmir and numerous instances of responsible people making statements contrary to the 1994 unanimous resolution of the two houses of the Parliament in a joint session and the declared policy frame tend to create an impression of policy waywardness. The fundamental question is ,Who determined the policy? Logically it should be the central cabinet accountable to the Parliament. If that be so, , was the position taken by the Prime Minister in Maldevis discussed and cleared by the Union Cabinet in advance?. And what is the position and role of the Congress Party leadership in molding or altering such polices in the highly sensitive and politically explosive areas? These issues wll and should be debated both in the corridors of power and the public domain. However, the question that stares the nation in the face , on the third anniversary of 26/ 11 is 'Will the victims of the carnage and their loved ones ever get justice and the criminals promoted and protected by the Pakistan establishment punished ?. |
