| Harsh reiterated demand for special session of Legislature | | | EARLY TIMES REPORT
JAMMU, Nov 28:Jammu Kashmir National Panthers Party (JKNPP) Working Chairman and MLA Harsh Dev Singh has ridiculed the statement of the Finance department regarding the pre-budget consultations and its decisions to make allocations to the various Government Departments during the next financial year on the basis of expenditure incurred and funds utilization by the latter.
He wondered that Finance department was seeking details of expenditure incurred and utilization certificates from govt. deptts. despite its full knowledge of the fact that developmental funds for majority of the deptts. and majority of the schemes had not even been released till date. Seeking details of expenditure from the govt deptts by Finance Deptt without actually releasing the funds to them was highly absurd and preposterous.
Elaborating further, Harsh Dev Singh pointed out that funds for the financial year 2011-12 were yet to be released despite the lapse of first eight months in respect of several Deptts. under district plan as well as State Plan. Making special mention of certain Deptts., he said that the funds under District Plan and State Plan had not been released till date to the various districts with respect to Education deptt. ; Health Deptt ; Floriculture deptt.; Flood Control ; Irrigation Deptt.; CD and Panchayats ; SCA to SCP; SCA to TSP (Scheduled Caste and Tribal Plans); Youth Services and Sports Deptt; Tourism Deptt.; besides others. He further pointed out the non-releases of funds for 2011-12 to the districts under various centrally sponsored schemes including RMSA ;SSA; KGBVs (Education), NABARD (R&B and PHE); CRF(R&B) UIDSSMT & IHSDP (Housing) , PYKKA (sports); AIBP (Irrigation); NRDWSP (PHE); APDRP and T&D (power); NRRF (revenue); besides others. He said the finance deptt. had rendered itself on object of contemptuous humorous disparagement by seeking details of expenditure without making the funds actually available to the line deptts.
He said that there were also instances where funds under District Plan and State Plan besides other heads including centrally sponsored schemes were released on pick and choose basis and selectively in favour of certain Distts./ Areas on political considerations to the neglect of others. Harsh Dev Singh regretted that non-release of funds and the resultant non-commencement of the works in the aforesaid sectors and deptts. had not only exposed the govt. but proved the utter apathy and red tape prevailing in the govt.
