| Referring of vacant posts in education department to SSRB, PSC | | Question Hour in LA | | Jammu, January 10 Minister of state for Education Mr. Manjeet Singh in reply to a question by Mr. Harsh Dev Singh informed the House that in the Cabinet-cum-District development Board meeting held on April 26, 2006 in Udhampur under the chairmanship of Chief Minister, the decisions to upgrade three schools including two High Schools one each at Dharmari and Panassa and Middle School, Pattian was taken and later implemented which presently run through internal arrangement. Manjeet added that subsequently in the review meeting held on June 7, 2006 under the chairmanship of the then Minister for Transport and ARI, a recommendation that 02 Middle Schools and 02 High Schools in each Assembly constituency in the district be upgraded to next higher status. The names of Middle and High Schools identified in consultation with MLA’s have been received alongwith other proposals. The feasibility report of these schools has been obtained and a decision shall be dependent upon feasibility, need and the availability of resources. Giving districtwise details of vacancies he said that in all 2167 lecturers, 1012 masters, 5424 teachers, 297 laboratory assistants, 28 library assistants, 202 junior assistants, one Head Moulvi, one Head Munshi, one Head Pandit and 2 binders are vacant. He said of these 1748 posts of lecturers and 2522 posts of teachers have been filled up by means of academic arrangement on contractual basis as interim measures till the vacancies are filled up by Public Service Commission/ Service Selection Board. He said in Kashmir division 1721 and in Jammu division 1521 posts of teachers have been referred to SSB. The Service Selection Board has already completed the interview process for Poonch, Kupwara, Srinagar and Pulwama districts while such process for Udhampur, Baramulla and Jammu is going on. Mr. Sartaj Madni, Mr. M. Y. Tarigami, Mr. Balwant Singh Mankotia, Mian Altaf, Dr. Mehboob Baig, Mr. Abdul Rehman Veeri, Mr. Abdul Gani Malik, Dr. Manohar Lal, Mr. Abdul Rahim Rather, Mr. Mula Ram, Mr. Raman Matoo and Mir Saif-uallh raised supplementaries. Housing Department obtains over 7500 kanals for rehabilitation of Dal dwellers Minister for Housing and Urban Development Qazi Mohammad Afzal today told Legislative Assembly that Housing department has allotted 7526 kanals of Rakh land for shifting and rehabilitation of Dal dwellers. He said 300 families will be shifted to the new site from Dal area soon. He said department has sought 10,000 kanals for the rehabilitation of all Dal dwellers. He was replying supplementaries of Mr. Mohammad Sayeed Akhoon and Mrs. Khem Lata Wukhloo. Replying the main question by Mohammad Yasin Shah, the Minister said that Lam has been shown as village site in Srinagar Master Plan 1971-91, whileas other Mohallas like Lashkar Mohalla, Shat Mohalla and Dad Mohalla have not been specifically indicated in Srinagar Master Plan. These areas however fall within the green belt/forests/open spaces as per Master Plan of 1971-91. He said 40 houses suffered damage in the earthquake, relief admissible under rules has already been paid to the affected families out of earthquake relief fund. He further said that it is a fact no permission for repairs/renovation is allowed in these areas in view of the ban by the High Court of Jammu and Kashmir. The Lakes and Water Ways Development Authority is strictly adhering to directions of the High Court in the matter. Anti-corruption measures in CAPD Minister for CAPD Mr. Taj Mohi-ud-Din told Legislative Assembly today that a list of tainted officers numbering about 32 has been identified for action against them under law. He was replying to a question and supplementaries by Mr. M. Y. Tarigami, Mr. Abdul Rahim Rather, Mr. Abdul Rehman Veeri, Mr. Balwant Singh Mankotia and Mr. Sharief-ud-Din Sharik. Replying the main question by Mr. M. Y. Tarigami, Mr. Taj said nine cases of embezzlement have been detected in CAPD Department during last two years. These are Khanabal amount involved Rs. 2.05 lakh in 2005, Hiripora-Pulwama Rs. 6.75 lakh in 2005, Nechiyar- Kupwara Rs. 12.10 lakhs in 2006, Kralpora-Kupwara Rs. 7.23 lakh in 2006, Dalwan-Budgam Rs. 1.64 lakh in 2006, Baji Pathri/Nowpora-Budgam Rs. 2.57 lakh, Buzgoo-Budgam Rs. 2.69 lakh in 2006, Nagbattna (Thathri) Rs. 0.62 lakh in 2005 and Machail (Paddar) involved Rs. 2.30 lakhs in the year 2006. He said the officials against whom the embezzlements have been detected stand placed under suspension. The recovery proceedings have been initiated as well under law in the first instance. However, reconciliation in each case is underway enabling the department to detect/recover the actual embezzled amount. |
