E-Governance: still a dream in J&K, thanks to the apathetic Govt.

JAMMU, Nov 28:It seems that the much hyped e-governance project to create paperless offices in Jammu and Kashmir will not see the light of the day as most of the computer professionals are not coming forward to offer their services.
Reason, state is offering Rs 10,000 and contractual arrangement for the highly skilled technical persons.
Sources said that J&K E-Governance Agency which recently conducted the interviews for the operators and analysts on July 12 at Srinagar shocked the candidates when they were offered to work on such a low salary package.
Officials said that this treatment of the highly skilled professionals has cast shadow on the intentions of the government which is already behind in implementation of e-governance in Jammu and Kashmir, initiated in 2002.
“It was indeed a shock for many of the candidates when they were offered the salary package. Many of them had come from New Delhi in lure of government job”, said a candidate.
Sources said that many of the professionals have been approached by the agency to work on different projects but they are not finding it alluring as in private sector packages are far better and career wise they get better opportunities.
“How could a professional having computer engineering degree or diploma will work for just few thousand rupees that too on contractual basis for one year”, said a official.
After failure to implement the e-governance projects properly in Jammu and Kashmir and unhappiness shown by the Central Government, state had constituted a 7-member E-Mission Team to suggest ways to implement the IT projects last year.



Officials said that they had suggested measures to be taken to implement the project to make the government offices paperless and work on other projects to effectively use the IT in providing better services to the people.
Sources said that in absence of the technical staff the functioning of the 1109 Khidmat centers proposed to create employment opportunities and provide basic services to the people on doorstep could also get affected.
Sources said that few of the persons have shown interest for the posts of operators, but the skilled manpower like software engineers and those needed for keeping the hardware systems running are quite sad over the attitude of the government.
