JAMMU, NOV 29: The Committee on Subordinate Legislation (SL) of Legislative Assembly has asked the Public Service Commission (PSC) to adopt moderation mechanism in the combined competitive examination to make the selections for premier administrative service just, fair and equitable.
The Committee, which met here today with Kulgam legislator M. Y. Tarigami in chair suggested replication of Union Public Service Commission (UPSC) model to address the grievances of civil services aspirants on that account.
Legislators, Abdul Gaffar Sofi, Dr Shafi Ahmad Wani, Lal Chand and Ch Zulfkar Ali gave their suggestions in making the working of the Committee more effective and result oriented.
The Committee felt that lack of moderation in the examination pattern has led to avoidable subjectivity as lot many civil service aspirants opting different optional subjects feel lopsided weightage that has given rise to disgust among them.
The penal also highlighted the need to minimise the weightage for interviews to address misgivings that have cropped over the years. It also suggested due weightage for the screening tests to make the selections more transparent, fair and logical.
In his address, Tarigami called upon the PSC authorities to ensure fair implementation of RTI, adding the Act has emerged as a powerful tool to bring transparency in the system and obviate scope for any partiality and subjectivity.
He said lot many streams have come up over the recent past about which the old recruitment rules are silent.
Among others, Commissioner/Secretary, General Administration Department, M. S. Khan, Secretary, J&K State Public Service Commission, M A Bukhari, Special Secretary Law department Mrs Farhat Taseen, Deputy Secretary, PSC Mr. Gulzar Ahmad Dar, Deputy Secretary Assembly B A Wani and other concerned officers of GAD, Law, PSC and Assembly Secretariat attended the meeting.
