| Question Hour in LC | | | JAMMU, JANUARY 10 Replying a question by S. Pradhuman Singh, Minister for Finance Law and Parliamentary Affairs Mr. Tariq Hamid Qarra told LC today that provisio to sub-section (1) of section 6 of the Jammu and Kashmir Accountability Commission Act, 2002, inter alia, provided that the chairperson may by writing under his hand addressed to the Governor resign his office. He said Mr. Justice (Rtd.) R. P. Sethi resigned as chairperson f the Jammu and Kashmir Accountability Commission vide his letter No. JKAC/J/340/06 dated May 03, 2006 stating therein that he finds it difficult to continue as such in view of the prevailing circumstances and no reasons are required to be stated for resigning as such under the aforecited provision of law. The members who raised supplementaries included Ms Sakina Ittoo, Mrs. Farida Mir, Mr. T. S. Wazir, Mr. Mohammad Rafiq Qureshi, Mr. P. Namgyal, Mr. Ved Prakash, Mr. Ved Malhotra, Mr. Bilal Lodhi and Mr. Nizam-ud-Din. Replying another question by Mr. M. R. Qureshi regarding prepouning of financial year from 31st March to 31st December, the Minister clarified that financial year has not actually being changed but it continues to be from 1st April to 31st March and added there will be no curtailment in the working period. He further said that with the introduction of new system of holding budget session in January will facilitate the government to utilize lean period for preparation of budget and allocations will be completed by end of April. This will enhance the working season in the state. In reply to another question by Ms Sakina Ittoo whether the government have received a special package of Rs. 24000 crores in full from central government and if so details of development works executed be given, the Minister said that the package was sanctioned during 2004-05 and the money is being received in three phases for the overall development of the state. Replying to supplementary raised by Mr. Ashok Sharma regarding completion of Mughal Road, the Minister informed the House that Rs. 255 crore are estimated to be incurred on the project and till now Rs. 57.19 crore have been incurred and the project stands extended to 2008-09. In reply to a question by Mr. Amrit Malhotra regarding the expenditure under Prime Minister’s re-construction plan for providing basic infrastructure in rural areas of Jammu and Kashmir regions, the Minister said that the package comprises of two components viz state sector schemes and central sector schemes. The cumulative expenditure ending October 2006 under state sector projects of the reconstruction plan is Rs. 1215.36 crores. He said all the funds have been received. These funds are earmarked for over all development of the state and after fixing priorities the projects are being submitted to Planning Commission for approval of execution. Minister for Roads and Buildings Mr. Gulchain Singh Charak informed LC that floods in September last year has caused havoc with the state roads and every effort is being taken to repair all the roads and funds for the purpose would be arranged from different quarters. He was replying to a question by Syed Basharat Ahmad Bukhari regarding execution of roads in Sangrma constituency under NABARD and PMGSY. He said that 16 no. projects of Sangrama constituency are under execution which comprises of 12 projects of NABARD and 4 projects of PMGSY. 4 projects under NABARD and 6 projects under PMGSY are under process. The Minister said that Uthoora Satoosa Thindma road is trafficable but needs restoration and upgradation for smooth riding surface for free flow of traffic similarly the Potkhah Wagoora Kalantra road is also trafficable and its maintenance is carried out every year depending upon the availability of funds under maintenance grants. He said both the roads are important and have been given to NABARD for early execution.
Replying another question by Mr. Abdul Gani Vakil regarding construction of two bridges in Rafiabad at Yarbug and Dachinpora, the Minister said that Yarbug bridge has been allotted to JKPCC and the bridge at Dachinpora is to be allotted by tenders and work on Yarbug bridge has been started and is expected to be completed by middle of 2008 and work on Dachinpora bridge will be executed after Geo Technical investigation is completed. In reply to a question by Mr. P. Namgyal regarding Yarma bridge lying in complete for the last 12 years for want of funds, the Minister said that construction of foot suspension bridge at Siachen Yarma at an estimated cost of Rs. 179 lakhs is in progress since 1994-95 and Rs. 76.32 lakhs have been spent upto March 2006. Similarly, since the required funding for completion of the project shall have to be arranged over and above the budget of LAHDC as such possibilities for the same shall be explore during next financial year. Replying another question by Mr. Brij Mohan Sharma regarding construction work of Tata Pani Padder link road under PMGSY, the Minister said that the land dispute will be settled on the spot after giving compensation to the concerned. He said concerned member will also be consulted at the appropriate time for settlement of dispute. Mr. Charak said that the road between Jagti to Babyal in Dansal block is traffic worthy and the bad stretches would be repaired/upgraded and the movement of people is made comfortable. He was replying to a question by Mr. Ved Prakash Gupta. In reply to a question by Mr. Lal Mohammad Sabir regarding construction of Sagra and Dabdaj road in Mendhar, the Minister said that the construction work is in progress from Sagra side and construction of causeway at Dabdaj has been approved over Mendhar nallah at Sagra under RSVY for which Rs. 13 lakhs has been earmarked. In reply to a question by Mr. Ashok Kumar Sharma regarding macadamization of several roads in Jammu and Srinagar cities, the Minister informed the House that 247.30 kms of road length have been blacktopped in Jammu division. Replying to a question by Mr. Mohammad Iqbal Bhat regarding reasons for abandoning the construction work of suspension bridge over Kilohtran nallah, Changa Digi nallah, the Minister said that shortage of funds has led to suspension of work on both the bridges and added would be completed provided the funds are released by the District Development Board. |
