UIDAI issues notice to J&K govt over scrapping of UID deal

JAMMU, Nov 29: Unique Identification Authority of India (UIDAI) has slashed a notice to state of Jammu and Kashmir over the scraping of UID contract to two companies Wipro Technologies, Gurgaon and Srinagar based Comptech Technology after they won the bid to carry out the enrolment of 27 lakh and 45 lakh people respectively in the month of August 2011.
According to the reports, in its notice which was issued to state government, UIDAI raised objections over the scraping of the contracts as the work of enrolment of UID cards was at its advance stage. UIDIA sought reason from Jammu and Kashmir government on scraping the deal without taking UIDAI into confidence, which provides the basic funds for the UID projects in state under central sponsored scheme.
UIDAI also raised the objections, that why the two companies who were awarded the contract of enrolment in J&K have not been informed about the government's move. The letter further intimate the authorities of the state that the deadline for completion of UID project is March 31, 2012 and UIDAI will provide funds only in case the state completes the processes before the stipulated time and on account of any delay, the UIDAI will not provide any funds for left over project to State Government.
The UIDAI feels that, scraping of tender at this stage and issuing fresh tender notice will hamper the progress of the project, since only 4 months have left to finish the project. Meanwhile, the scheduled meeting of Executive Officer and Nodal Officer of JK Bank with IT minister over the issue has been postponed due to some unknown reasons.
Officials of Jammu and Kashmir Bank, which is the nodal agency to monitor the progress of the project continuously pass buck on each other and avoid the direct questioning, as they were not in a position to give satisfactory reasons, as to why the government has taken such drastic step of scraping UID with two companies without taking into confidence the UIDAI.
