PMGSY crumbles in State due to rampant corruption: Harsh

JAMMU, Nov 30:Working chairman Jammu Kashmir National Panthers Party and MLA Harsh Dev Singh has demanded a high level probe into the malfunctioning, irregularities, financial lapses, blockage of funds, omissions and commissions in the implementation of PMGSY scheme in the State.
He regretted that this most ambitious GOI launched flagship scheme of rural connectivity had totally crumbled in the state due to vested interests, rampant corruption, bureaucratic red tape and criminal apathy on the part of the concerned officers of the Deptartment. He regretted that despite large scale criticism and resentment against the malfunctioning of the said scheme and repeated protests, demonstrations and representations, the higher authorities had remained un-nerved with no action having been initiated by them whatsoever to take the remedial action. He said the result was that the benefits intended under the scheme were not percolating down to the gross root level despite thousands of crores of rupees having been pumped into the State under the Scheme.
Elaborating further, Harsh Dev Singh said that PMGSY was the most significant GOI flagship programme to provide road connectivity to uncovered villages and hamlets in a time bound manner. He said that lack of Accountability, fractured work culture, undue favouritism and nepotism, patronized corruption, culpable negligence and a well knit mafia in the department had a devastating effect on the said scheme which has totally crumbled in the state to the detriment of millions of prospective beneficiaries residing in the remote areas of the State.
Harsh Dev Singh pointed out that R&B schemes cleared by GOI under PMGSY in the past were required to be completed within a stipulated period of one year but a vast majority of them are lingering for 4-5 yrs with majority of them having been abandoned by contractors mid way. He said the executing agencies and contractors abandoning the construction works half way in violation of terms of contract are not penalized by the govt due to vested interests.
Harsh Dev Singh further castigated the deptt for in-ordinate delays in tendering and allotments of approved works. He said dozens of R&B schemes approved in April 2010 had not even been allotted till date despite lapse of more than 21 months due to vested interests.
Harsh Dev Singh further lambasted the PMGSY for not taking any action for maintenance of PMGSY roads constructed in 1999-2000 which were in dilapidated condition.
He urged upon the Union Rural Development Minister Jai Ram Ramesh to further take cognizance of the aforesaid lapses in the ultimate interests of the people of the State.
