Beware! separatists can rise from ashes

Have the Kashmiri separatists been rendered irrelevant and spinless ?Have they lost the teeth to bite those who do not susbscribe to their ideology?These questions have assumed significance following winds of peace blowing in Jammu and Kashmir.There is some improvement in the security scenario despite the fact that guns in the hands of militants have not fallen silent.Those who say that separatists have been rendered irrelevant seem to be correct to some extent.That separatists have become totally spineless may not be a correct position because people in Kashmir continue to respond to the calls for shutdown and hartals given by them,especially by Syed Ali Shah Geelani,who is treated the tallest among the political leaders who are on the other side of the fence.Yes,there is one difference.When till last year the separatists would give a call for shutdown streets wore deserted look and normal life used to remain paralysed.But during the last over nine months the calls for shutdowns evoke partial response from the people in the Kashmir valley because they feel tired and sick of prolonged spell of violence and hartals. Number of factors have contributed to the situation in which the separatists do not find themselves in the driver's seat.The first factor is the sudden waning of the size and strength of militants.With mar ked drop in the number and fire power of militants separatists lost their military wings.Each separatist outfit,especially the hardliners,have been banking on its military wings.If people fully responded to the separatists'calls for shutdowns they did it out of scare.They had come to believe that if they do not respond to the calls for hartals they could be attacked by militants.Secondly,Delhi seems to have changed its strategy which it had adopted between 2003 and 2006.Between 2003 and 2006 New Delhi had opted for a dialogue with the Kashmiri separatists,especially with the leaders of the All Party Hurriyat Conference.During this period a number of meetings between the separatists and the central Government took place.In one such meeting Prime Minister Manmohan Singh had suggested to the leaders of Hurriyat Conference , Peoples'Conference and the JKLF to prepare a document on possible solution to the Kashmir issue. While Peoples' Conference chairman,Sajjad Lone,prepared his vision document on achievable nationhood the hurriyat leaders had decided to dish out their solution to the problem verbally.These separatists waited for call from the Prime Minister which never came till date despite the fact that Manmohan Singh repeated his commitment on holding talks with all shades of opinion including those who were on the other side of the fence. Thirdly groupism within the separatist camp encouraged New Delhi for ignoring or sidelining them.Reports do indicate that New Delhi changd its stand vis-a-vis the Kashmiri separatists soon after it opened the channels of dialogue with Islamabad.Presumably New Delhi has realised that in the interest of peace and normalcy in Jammu and Kashmir it was necessary to take the establishment in Islamabad on board.This realisation has dawned on New Delhi after it found that Kashmiri separatists derived their strength from the politial,moral,diplomatic and material support of Pakistani agencies,especially the Army and the ISI. New Delhi has been trying to utilise Islamabad's willingness to resolve bilateral problem trough peaceful negotiations.Still New Delhi need not sideline the separatists who continue to have nuisance value and the state's history reveals that these very separatists have the potential to rise from the ashes.
