SVO presents challan against Ex-VC, Comptroller, Registrar, four other officials | Illegal appointments scam in SKUAST | | Sumit Sharma Jammu, Nov 30: In a major development, State Vigilance Organization (SVO) Jammu wing presented challan in the infamous SKUAST illegal appointments scam against the ex-Vice Chancellor and six other officials of the university. SVO efficiently conducted the investigations and found ex-VC of SKUAST Dr. Nagendra Sharma alongwith the then Registrar Ashok Kumar Koul, the then Comptroller Vijay Kumar Soi, the then FCLA now security officer Narinder Kumar Raina, Assistant Professor Amit Sharma, the then Estates Officer Iqbal Singh and illegal beneficiary Vinayak Vikram involved in the infamous SKUAST illegal appointments scam. SVO investigation revealed involvement of ex-VC and other official in making illegal appointments in complete violation of rules and regulations. These illegal appointments and promotions were made by Dr. Nagendra Sharma, the then V.C. and others in SKUAST-Jammu during the period from 2005-2008. Scrutiny of records revealed that Dr. Nagendra Sharma the then V.C. constituted different Committees to scrutinize the eligibility of candidates, award interview marks and recommend the panel of candidates for appointment to different posts in SKUAST-Jammu. The same VC who also happened to be the chairman of such committees subsequently appointed candidates out of the panel recommended against the available. SVO has stated that it was found that in terms of Notification No. 02/Estt of 2006 dated 17-11-2006 issued by the Registrar SKUAST-Jammu, among other posts, 33 posts of Assistant Professor/ Assistant Scientist/ one medical officer were advertised. The accused \ appointed five candidates as Assistant Professors, subject matter specialists (SMS) in excess of the advertised post, and besides one Rakesh Kumar beneficiary was found to have applied for the post of Assistant Professor. He appeared in interview but was not recommended by selection Committee for appointment. Accused Chairman (then V.C.) in league with accused A.K. Koul, the then acting Registrar SKUAST-Jammu in gross violation of recruitment rules made appointment of beneficiary Rakesh Kumar who had not been recommended by selection committee against non-available post and his salary was drawn against the post of Assistant Director (Statistics). Similarly one Vikas Gupta beneficiary was also appointed as Assistant Professor against non-available vacancy and his salary was drawn against the post of Associate Professor. Through another advertisement dated 11-03-2008, SKUAST advertised various posts including 21 posts of Assistant Professors/ SMS. SVO investigations revealed that accused dishonestly in gross violation of rules made appointments of Rohit Shamla, Anil Kumar Khokhar, Amitesh Sharma and Upma Dutta (beneficiaries) in excess of available vacancies. They have also found out that as a consequence of appointment of beneficiaries in excess of vacancies, the salaries of the beneficiaries were not drawn. They have added that Satish Sharma (beneficiary) was not found eligible for interview as he did not qualify for the interview. The beneficiary despite not possessing the requisite qualification was recommended and appointed as Assistant Professor in Bio-Chemistry against non-available vacancy. Similarly, Ankur Sharma (beneficiary) was appointed as Asstt. Professor illegally. The accused persons also appointed N.K. Raina as security officer, Vinayak Vikram as Superintendent Legal and Vishal Tandon as draftsman in gross violation of rules, without following recruitment procedure and against non-sanctioned posts. Apart from this, SVO found that accused persons had illegally engaged about 250 casual labourers on pick and choose basis without requirement and against the rules. On these acts of omissions and Commissions, SVO registered the case against Dr. Nagendra Sharma the then V.C. SKUAST-Jammu, A.K. Koul the then acting Registrar SKUAST-Jammu, Iqbal Singh the then Estates Officer SKUAST-Jammu and others, and investigation taken up. During the course of Investigation, the records having bearing on the subject matter of the case were seized. Statements of witnesses under section 161 and 164-A Cr. P.C. were recorded. The Admitted handwritings of accused persons and questioned documents were sent to FSL Jammu for comparison and expert opinion obtained, which is on file. Perusal of seized records and the investigation conducted revealed that during the period 2005-08, V.C SKUAST Jammu in league with others made the appointments for the post of Subject matter Specialist (KVK) Extension Education, Vikas Gupta for the post of Subject matter Specialist (KVK) Agronomy, Vishal Tandon for the post of draftsman, Vinayak Vikram for the post of Superintendent Legal, Narinder Kumar Raina for the post of Security Officer and Ankur Sharma for the post of Assistant Professor. . The investigation conducted revealed that the above appointments were made illegally by manipulating the records, without following procedure, against non-existent posts, in excess of vacancies, and at the cost of deserving candidates. After completion of Investigation and obtaining requisite sanction from the competent authority the Challan of the case against eight accused persons was produced in the court of Law on March 14, 2011 for judicial determination. High Court vide its order dated 17-082011 returned the chargesheet along with documents to the investigating agency through CPO with the directions that charge sheet be bifurcated and separate· charge sheets for separate offences, in light of provisions discussed above be presented. SVO was asked to make every endeavor to present the charge sheets. In compliance to directions of the Hon'ble Court, SVO bifurcated the case into five challans. |
