But where are Panchayat Ghars Mr Sagar? | Governance at doorsteps is good | | Early Times Report JAMMU, Dec 1: The Minister for Parliament affairs and Panchayati Raj, Ali Muhammad Sagar said the government had taken governance to the doorsteps of people living in rural areas. The Minister was addressing a mammoth gathering of Panches and Sarpanches of district Udhampur and Reasi during at an introductory meeting. Referring to the devolution of powers to the Panches and Sarpanches, the Minister said that the government has ensured that local self-governance is put in place. He said powers of 14 vital departments have been extended to newly elected representatives. Sagar, however, contradicted himself. He said that the government has already released funds for construction of Panchayat Ghars across the state which would be constructed in consultation with Panches and Sarpanches of that particular halqa. To put it plainly Sagar conveyed that the elected representatives will have to wait to exercise their powers till Panchayat Ghars are constructed. Given the pace of developmental works in the state, the construction of Panchayat Ghars will take a year at least. Meaning thereby that the Panches and Sarpanches cannot discharge their duties effectively. Sagar hails from Down Town Srinagar and seems unaware of the importance and functioning of Panchayat Ghars. A Panchayat Ghar plays a pivotal role in a village and in their absence of the dream of self-governance will never come true. The government should have gone for construction of Panchayat Ghars before holding Panchayat Elections in the state. If an MLA cannot function without a assembly hall, the Panches and Sarpanches cannot function without Panchayat Ghars. |
