Members of power development corporation board 'Incompetent', composition must be 'reviewed' | State Finance Commission Report-IV | | Syed Junaid Hashmi Jammu, Dec 1: State Finance Commission (SFC) has obliquely termed members of the board of directors (BOD) of state power development corporation (SPDC) 'incompetent' and asked the government 'to review the composition'. Commission in volume third and Chapter XI of the report at Page no. 584 has advised the government to bring induct men of competence in the board of directors of the corporation in consultation with the management of the corporation. Commission has observed that 'majority of members included in the board of directors of the corporation as state government nominees do not posses required degree of expertise and interest.' Interestingly, this part of commission's report, if viewed with common man's perspective, has virtually put a question mark on the competence of officers otherwise known across the state set-up for their efficiency, capability and hardwork since they are members of SPDC board whose Chairman is Chief Minister Omar Abdullah. The officers include Chief Secretary Madhav Lal, Economic Advisor to government Jalil Khan, Principal Secretary to Chief Minister B.B. Vyas, Commissioner/Secretary Finance Sudhanshu Pandey, Commissioner/Secretary Power Basharat Dhar, Managing Director JKSPDC Shaleen Kabra, Director Finance, JKSPDC A.M.M Jehangir and Member (Hydro) Central Electricity Authority (CEA) Gurdial Singh. Commission has advised the government to replace these members with competent professionals. It has called for stopping excessive government interference in the working of the corporation while stating that if the government does not stop poking its nose into the affairs of the corporation, the corporation like many other overstaffed corporations would run into huge losses. The commission has asked the government to take up the issue of non-payment of bills of corporation by Power Development Department (PDD). It has further expressed dismay over the fact that SPDC does not have its own cadre and all employees from different disciplines of the government have been taken on deputation. Besides, employees are deputed to the corporation mainly by PDD and PHE departments. Commission has firm advised that over-staffing must be stopped. In the long run, if not checked will push corporation into losses and spoil its working culture. Commission has said that corporation must be allowed to have its own staff for the core positions who will have more commitment to achieve goals of the corporation. It has advised the corporation to take up new projects systematically besides asking the administrative department to withdraw idle man power besides empowering even the corporation to send idle man power to the parent departments. Commission has repeatedly recommended broad basing of the Board of Directors (BOD) by induction of competent professionals besides advising for authorizing the corporation to build its own cadre. Commission has asked the government to accept demand of management of the corporation for converting financial assistance into equity. On being asked, Economic Advisor to the Jammu and Kashmir government Jalil Ahmed Khan, however, clarified that commission has called for revamping the corporation and bringing it on the lines of Jammu and Kashmir Bank, which is being run by professionals and experts in banking sector. "SFC had recommended for professionalizing the corporation. It has stressed the need for making the corporation a private entity and then, getting it listed on the stock exchange," said Khan. |
