| Papers laid and resolutions moved in LC | | | Srinagar July 31 – Deputy Chief Minster Mr. Muzaffar Hussain Baig today laid on the table of House in LC a copy of the Bill “The members, presiding officers, Ministers and Deputy Minister’ salaries and allowances (Amendment) ordinance, 2006 (ordinance No. 1 of 2006). Mr. G. R. Kar moved a private members resolution in the Legislative Council which states “ This House recommends that Government should evolve a recruitment policy and issue guide lines so that the recruitment is made keeping in view the following facts, that first priority should be given to those persons who have no source of income and do no possess any land and have not any government employee in their family, persons from below poverty line should also be given priority.” Another private members resolution stating that “This House recommends that the Narwal Pain, Satwari be included in Municipal limits as it is in the heart of Jammu city” was moved by Mr. Arvinder Singh and the third resolution which states; “ This august House unanimously resolves that forest policy and water policy for Jammu and Kashmir be formulated on the pattern of National Forest Policy 1988 and National water Policy 1987 was moved by Mr. Ashok Sharma. The resolution were replied by Deputy Chief Minister Mr. Muzaffar Hussain Baig, Minister for Animal Husbandry Mr. Taj Mohi-ud-Din and Housing and Urban Development Minister Mr. Tariq Hamid Karra. Replying the resolution moved by Mr. G. R. Kar, the Deputy Chief Minister said that government will consider the engagement of casual labours and daily labours for infrastructure development works in the state and the matter would be discussed in the Cabinet. He said that under existing recruitment rules there is due reservation for SC, ST, OBC and RBA. Mr. Kar withdrew the resolution after listening the reply of Deputy Chief Minister. Replying the resolution moved by Mr. Arvinder Singh, the Minister for Housing and Urban Development Mr. Tariq Hamid Karra said that the government would take up the matter with the Contonement Board Authorities of Jammu for transferring Narwal Pain and Satwari areas into Municipal limits. He said the proposal for providing honorarium and enhancement of sitting fee to the councilors and corporators has been moved and aspects of accommodation, security and other facilities are also being looked into. Mr. Arvinder Singh withdrew the resolution. Mr. Karra while replying the resolution moved by Mr. Ashok Sharma said that a comprehensive forest policy is being formulated to be discussed in the Cabinet which he said will take care of all aspects of forest protection and conservation and also provide for increasing the productivity of forests, its efficient utilization, ecological and environmental balance, water conservation, etc. later Mr. Ashok Sharma withdrew the resolution. |
