Congress, BJP and issue of Jammu's empowerment | Absence Of Leadership | | Neha JAMMU, Dec 3: The NC and the PDP are basically Kashmir-based and Valley-centric formations. They have nothing to do with the people of Jammu. They only make hollow slogans as far as the issue of Jammu's empowerment is concerned and exploit them politically, socially and economically. They simply say that they are for the state's equitable development but in practical terms they perpetrate on the people of Jammu only injustices. Besides, they believe in and practice ideology that is not consistent with the aspirations of the people of Jammu province. It can be legitimately said that both the NC and the PDP are essentially anti-Jammu. That precisely is the reason behind the failure of these two parties to create a stable and strong support-base in Jammu province. It's, however, true that the NC and the PDP do have their influence over a few pockets in the Muslim-majority areas. It is a different story that these pockets, like all other areas of Jammu province, are under-developed. They capture a few seats in these areas playing divisive and sectarian politics. Right now, the NC and the PDP share between them 7 seats out of a total of 37 assembly seats in the Jammu province. The NC won two seats in the last assembly elections in the Hindu-majority areas by default. The fact is that the people of Jammu province have little or no faith in these two parties. The people of Jammu province depend on the Congress, the BJP and the Panthers Party for their empowerment. All the three are mainstream formations and they always contest elections in Jammu province on the Jammu plank. They win elections and after winning they leave the people in lurch. None of these formations work for the constituencies they represent in the assembly and parliament. They conveniently forget the promises they make. Take, for example, the Congress. It had promised an adequately empowered regional council for Jammu in 2008, but has done nothing whatever in this regard, notwithstanding the fact that it is part of the government. It can establish regional council in Jammu if it so likes because the present dispensation could not survive even for a moment without its support. But it would not do that because its leadership is chicken-hearted, as also because it has allowed itself to be overawed ad dictated by the NC. The Congress had also promised a delimitation commission in 2008 but has not done anything in this regard till date. Nor would it do anything in the regard in the days to come. In fact, it has made common cause with the NC, which is vehemently opposed to the idea of delimitation commission being constituted because it, like the PDP, doesn't want Jammu to get its due share of representation in the assembly. The Congress had made similar promises in 2002. The attitude of the BJP has been no different. As a matter of fact, it has nothing in its political kitty to offer to the people of Jammu province. Its 2008 election manifesto did talk of Jammu's empowerment but threw the same into the dustbin after winning as many as eleven seats. It is important to note that the BJP had not suggested any political instrument through which it would empower the people of Jammu province. Even otherwise, the BJP is just not able to fight for the Jammu's empowerment. It is a divided house. Seven of the eleven BJP MLAs are out of the party and the remaining four remain busy in petty politicking. The BJP leadership is also not that competent. It remains in the news by issuing statements or holding press conference on almost daily basis. The Panthers Party is there but its activities remain confined to three constituencies which it represents in the assembly. In January this year, the Panthers Party had announced Agenda 2011. The year is nearing its end and there is nothing on the ground which could even remotely suggest that it was really committed to what it had announced with much fanfare. The Panthers chief camps mostly in New Delhi. He is a practicing advocate. The time at his disposal is rather limited. He comes to Jammu for a day or two in a month, addresses media persons and goes back to New Delhi. The Panthers Party MLAs are capable of fighting for the Jammu cause but they do not persist. All this shows that there is none in the assembly who could fight for Jammu's empowerment. This is the situation. Jammu province perhaps is the only region in the country which doesn't have any genuine and credible leader. The result is that the people of this province are suffering at all levels and in all spheres. It's a horrible situation. |
