A tale of two associations of lawyers | J&K Unnatural Formation -- I | | Rustam JAMMU, Dec 3: The so-called State of Jammu and Kashmir is not a natural formation. It is an unnatural formation, outcome of an accident of history -- accident that caused the people of Jammu province immense losses in socio-economic and political terms and benefited Kashmir in every respect. The accident took place in 1846, when ruler of Jammu Maharaja Gulab Singh purchased Kashmir from the British paying Rs 75 lakh. Though a great diplomatic and political feat, it jeopardized the interests of the people of Jammu in all practical purposes. The integration of Kashmir into the Jammu kingdom not only harmed Jammu but also led to the rise of a situation that gave an opportunity to the outsiders, including the Britons and Americans, to poke their dirty noses in the internal affairs of Jammu and Kashmir. Theirs' were not unbiased interventions; theirs' were biased and pro-separatist and pro-communalist interventions; they simply focused on Kashmir, instigated Kashmiri leaders to work against the ruler of the state and help them promote their geo-political interests in the region under one pretext or the other. The Kashmiri leadership did what the foreign forces wanted them to do. The result was that Kashmir became an international issue. The rulers of Jammu and Kashmir, who had done maximum for Kashmir and Kashmiri people at the cost of the people of Jammu province, instead of being appreciated for what they had done to develop Kashmir, became objects of criticism of an extreme form. The fact of the matter of the matter is that the people of Jammu province have been suffering and people of Kashmir ruling the roost ever since March 1846 because the rulers of the state before 1947 and New Delhi after 1947 focused their attention only on Kashmir to win over the unreasonable and communal leadership of Kashmir. The rulers of the state sacrificed the interests of their own people to keep the people of Kashmir in good humour and New Delhi has been doing the same for achieving the same objective, but with no result. Both wanted the people of Jammu province to suffer for the larger interest and the trend continues unabated. The result has been an all-round degeneration of the people of Jammu province. There is none in Kashmir who talks about the legitimate interests of the people of Jammu province. There is none in Delhi who is prepared to take even cognizance of the woes of the people of Jammu province. Ironically, the Jammu leadership, too, has failed to come up to the expectations of the people of Jammu province. That the wedlock between Jammu and Kashmir was unnatural could be seen from the fact that the people of Jammu province at no point of time shared the perceptions and views of the Kashmiri leadership, as their concept of life and on life, and concept of India and on India was different. The Kashmiri leadership stood for, and continues to stand, for a dispensation the people Jammu despised, and continues to, despise. The people of Jammu province stood for, and continue to, stand for national unity, territorial integrity and mainstream politics. On the contrary, the Kashmiri leadership consistently stood for, and continues to stand, for something outside the Indian political and constitutional framework. There should be no doubt about it. Everything is in public domain. One can catalogue here hundreds and hundreds of instances to show that there is nothing whatever that is common between the people of Jammu province and people of Kashmir province.
