Sham appeals people to extend helping hand to handicapped for making them self dependent

AKHNOOR, DECEMBER 4 – As a part of World Disability Day celebrations, J&K Handicapped Welfare Association today organized an impressive function, here today. The function was ably supported by the Viklang Chhatra Trust Akhnoor.
Minister for Health, Horticulture & Floriculture, Mr. Sham Lal Sharma was chief guest on the occasion.
Prominent citizens of Akhnoor, including Mr. Sat Pal Saraf, President Viklang Chhatra Trust and a great social activists and handicapped persons from various parts of Akhnoor tehsil participated in the function.
Speaking on the occasion, the Minister said that Government was committed for the welfare of the disabled people in the State and various schemes have been launched for their rehabilitation. He said social welfare department is engaged in implementing several central and state government schemes, which include handicapped pension,trainings in different trades specially designed for the handicapped, soft loans through banks for their setting up their income generating units and other concessions. Yet Government has been exploring possibilities to introduce more schemes for the distressed lot. Healso assured that their demands like enhancement of pension, amendment in the existing rules providing concession in government jobs and others, will be examined on priority for appropriate disposal.
Emphasizing the need for a fair treatment to the disabled persons in the society, the Minister urged the NGOs, social organizations and general masses to come forward to help them in whatever form, as they have also equal right to live a dignified life. He said most of the handicapped want to be self dependent, but they want proper guidance and support of the society. Only government efforts are not sufficient, but entire society has to extend a helping hand to them so that they don’t become burden on any one, he added.
The Minister issued instructions to the Tehsil Social Welfare Officer,Akhnoor to ensure timely disbursement of pensions to all categories through banks. He directed for opening of bank account for all beneficiaries to ensure transparency.
Mr. Sat Pal Saraf also spoke on the occasion and highlighted the activities undertaken by the Viklang Chhatra Trust in the State and particularly for the Akhnoor tehsil. He said that Trust would shortly organize a free camp for the disabled people shortly at Akhnoor and provide them Tri-cycles and other equipments for their benefits. He said the trust organizes frequent free eye camps for the benefits of poor people at different places at Akhnoor as well as in other parts of the State. He thanked the Minister for his personal initiative in
carrying forward the mission of philanthropic services of the trust.
Later, the Minister also visited the newly identified site for the hospital at Akhnoor and inspected the pace of progress. He issued instructions the executing agency to complete the spade work and made proper demarcation of the acquired land.
