EARLY TIMES REPORT
KATHUA, Dec 4:

Pollution Control Board (PCB), J&K state has failed to make effective control over the selling of polythene in district Kathua despite a ban on its usage.
The use of polythene has resulted in blocking of drains and sewerage which has become a major problem in the city of Kathua.
Rampaul Sharma of SOIL (NGO), Hurmat Singh Kisaan Movement, Sanjeev Verma Youth Movement, Robin Sharma (SDSS), Sahib Singh NMFGM and Karan Singh chairman Cooperative Society expressed their concern over the use of polythene carry bags and said that the violation of ban on use of polythene carry bags is unprecedented in Kathua.
They said in beginning the laws was put into practice strictly but soon after passing of some time polythene use was started to a greater extent in Kathua. They appreciated that Omar Abdullah Government’s decision to ban polythene carry bags as they were causing pollution and harming environment. They said if the concerned agencies take strong initiatives to implement the ban there is no doubt a hefty penalty will be collected from traders violating the ban on usage of plastic bags like 10 times their trade license fee. The state government always claims of implementing rules and laws made for the welfare of the common masses but the claims end up in disappointment as far as far results of these rules are concerned.
