J&K bank should be directed to publicize the merit list of the selected candidates | | | Early Times Report JAMMU , December 4: Harsh Dev Singh NPP MLA and its working chairman has appealed to the Chief Information Commissioner to direct the J&K Bank to publicize the merit list of the selected candidates for the posts of Banking Associates , clerks , financial executives , Res , Assistant Managers, besides other selections made by it during the last three years. He regretted that several selections had been made by the J&K Bank without observing the procedural formalities and without complying with the statutory as well as constitutional requirements. He said that J&K Bank had been making appointments at various levels in violations of the constitutional guarantees available to the citizens of the State/Country and in violation of the numerous judgments given by the apex court of the country. He regretted that the most offending, objectionable and unconstitutional aspect of the whole gamut of such selections was the non-publication of the select list of the candidates by the bank. He said that issuance of individual call letters to the selected candidates and deliberate concealment of the select list was indicative of fraudulent intentions on the part of Bank Management besides being violative of Right to Information Act and of Fundamental rights of the affected candidates. Harsh Dev Singh flayed in particular the refusal of the Bank to entertain RTls moved by the concerned candidates who had a genuine right to know their results and their respective positions in the final merit list. He said even otherwise the principles of fair play and transparency demanded the publication of the merit lists of the candidates so that all apprehensions in the minds of rejected candidates could be dispelled. Flaying the authoritarian style of functioning of J&K Bank, Singh further sought all details of all appointments of Banking Associates, Executives, Asstt. Managers and class IV candidates made by the Bank without following the selection procedures as envisaged under law and as applicable in all public appointments. Making a specific mention of the recent selections of about 1600 clerks/Banking Associates made by J&K Bank, he said that it had evoked large scale criticism and skepticism in Jammu region. He said that large scale allegations have been leveled against the J&K Bank for having played fraud with the selection process ad for manipulating the same to the advantage of the blue-eyed and favourites of the Bank Authorities. He said that Jammu youth have strongly resented the neglect of Jammu region in the selections as it has been reported that only around 400 candidates out of 1600 selected candidates belong to Jammu region as against 1200 candidates from Kashmir region. Singh further said that J&K Bank can’t subvert selection process or act arbitrarily as it was functioning under the over-all control of the Finance Department of J&K government . He said that presently the state government had 53% share in the J&K Bank which made the Bank answerable and accountable to the State government. He further maintained that the J&K Bank can’t violate the norms and selection procedures envisaged under law and the constitutional guarantees available to the citizens of the State. He called for immediate publication of the selection list along with their residential particulars in the interest of transparency and fair play. Harsh Dev Singh further lambasted the J&K Bank for issuing the circular directing all its branches to disallow all applications received under Right to Information Act. He said that such a retrograde step was highly condemnable besides indicating malevolent and fraudulent intentions on the part of the Bank.He called upon the State Finance Minister to order a thorough probe into the whole gamut of selections as well as the working of the J&K bank and bring forth the factual position to the notice of general public. He said that the issue would be vigorously agitated in the ensuing session of Legislative Assembly.
