CM's loud talk proves to be rhetoric, 'bureaucratic laxity' never questioned | Retrieving power projects from NHPC | | Early Times Report
JAMMU, Dec 4: The worry of the Omar Abdullah led coalition government over huge losses incurred by the state on account of power purchases may be for real but it is only reflected as rhetoric through verbal statements . Despite its 'avowed' intentions nothing has been done so far to retrieve and compensate some losses by making NHPC to adhere to the basic commitments made in successive agreements with the state , thanks to our ever complacent and unconcerned bureaucrats who have yet to make any movement forward and 'realise' what people have been given to understand by the present dispensation. Chief Minister Omar Abdullah who is also looking after Power portfolio, has been seen in recent past with blow hot …blow cold approach towards NHPC, the main PSU which is being portrayed as real culprit for the huge losses state is facing due to its failed and false commitments . That NHPC has backtracked on its promises and commitments in the agreements and that it has made the state governments to pay through nose for purchasing power on commercial rates...are some allegations made in the past and loudly echoed by the present government as well. The government in one of the cabinet meetings in recent past even approved a long draft prepared by the PDD contending that it would ask the NHPC vehemently to return the projects some of which it thinks are being 'illegally' run by the former. However, even after this marathon political exercise nothing has been done so far in this direction and not even files have moved swiftly in the concerned quarters within the secretariat, leave alone pushing these forward in the quarters from where any result oriented action is expected, sources said. While it is the due to the 'sleepy' attitude of successive officers at the helm of PDD who have brought the state to such a 'disastrous' brink by not taking appropriate actions measures at appropriate time against NHPC, those at the helm at present, despite government's renewed commitments on this front, have also done nothing so far, sources further said adding the political bosses too never question 'laxity' on part of the authorities at the helm nor make them accountable for complacency
The government too on the other hand has only been accusing NHPC verbally of 'illegally occupying' power projects without having any ownership or lease rights on these projects. At least that is what is suggested from the loud cries made by one of the senior ministers in Omar led government , who says NHPC had been given only rights of execution, operation and maintenance of power projects. Neither State nor central government has given them any ownership rights on these projects. Despite aloud talk talking by this minister and even after he is understood a have written a letter to CM, no further development has been there in this direction, sources said. It is worthwhile to mention that NHPC has not only backtracked from its commitment of paying its profits that was to be shared with the state government, it overcharging the state for power it gives at commercial rate, approximately three times than it had promised to charge. This has led to state accruing a cumulative loss of nearly Rs 72 cr per year, sources said, adding that the Babus, who are mainly responsible for keeping the political bosses in dark and not pulling up NHPC , have on the contrary been rewarded and awarded with meritorious certificates. |
