SKUAST refuses to grant prosecution sanction of six top officials | Raj Bhawan, state govt both maintain discreet silence! 'Chairman of all committees was not qualified to head them' | | Syed Junaid Hashmi
JAMMU, Dec 4: Raj Bhawan as well as state government have both maintained discreet silence over the refusal of management of Sher-e-Kashmir University of Agriculture Science and Technology (SKUAST) to grant sanction for prosecution of six top officials, whose names also figure in Challan of State Vigilance Organization (SVO). Not only has the sanction been denied but the management of University has staunchly defended its decision of not granting sanction for prosecution of these six top officials, all of whom are allegedly politically as well as administratively well-connected. SVO has named 15 persons as accused in its un-bifurcated Challan in the infamous financial embezzlements as well as recruitments scam, which allegedly took place in SKUAST during 2007-08 when Dr. Nagender Sharma was the vice-chancellor. Interestingly, SKUAST has allowed SVO to initiate persecution proceedings against middle and lower rung officials, who were members of different committees but denied the same for five top officials including the man heading these committees. Officials whose sanction for prosecution has been denied by SKUAST include Dr. Anil Kumar Srivastava, the then DRI-cum-Dean PGS and presently, Director National Dairy Research Institute (NDRI), Dr. Arvind Kumar Bakshi who was them Director Research and presently, Vice-Chancellor (VC) of Sardar Vallabhbhai Patel University of Agriculture and Technology, Dr.Chander Shekhar Kalla, the then Prof. and head of Plant Pathology, presently, Associate Dean Faculty of Agriculture in SKUAST, Dr. Ramesh Kumar Sharma, the then Assoc. Dean FOA, Dr.Kernail Singh Risam, Director Extension Education and Dr. Rakesh Mohan Bhagat, DRI-cum-Dean PGS. Of these officials, Dr. Ramesh Kumar Sharma, the then Associate Dean FOA was recently given compulsory retirement by the management of SKUAST. SVO has in its un-bifurcated Challan stated that "competent authority (Vice-Chancellor Dr. B.Mishra) denied the sanction on the grounds that these six officials were performing academic duties and as such they were given additional responsibilities for performing duties of chairmanship/members of screening committees/selection committees by accused the then vice-chancellor Dr. Nagender Sharma." The letter addressed to Principal Secretary of Agriculture Production Department (APD) further says that job specification and job description of these six academicians was such that these academicians were not expected to examine rules and regulations administratively and financially. Seeking treatment to experienced academicians as 'primary calls students'; the letter maintains that these six officials were not 'competent to make interpret rules and regulations in appropriate manner'. It further maintains that these six officials, two of whom are heading prestigious institutions of the country, were not qualified for being assigned the responsibilities as Chairman or members of the screening/selection committees. In what could be termed as comedy of errors, SKUAST administration has stated that sanction cannot be granted also because of the fact that the six officials had not been apprised about the rule position and facts of the case by other concerned officials. SVO has concluded that the fifteen accused persons in furtherance of criminal conspiracy hatched by them with each other by misusing their official position managed the appointment/regularization of accused beneficiaries just to give undue benefit to the beneficiary accused. Thereafter, SVO as dwelt at length on the individual liabilities of the nine accused whose sanction for Prosecution University had given. Interestingly, SKUAST had vide office order no: AUJ/Adm/10-11/7745-59 dated 27-09-2012 granted sanction for prosecution of 10 officials which included Dr.Kernail Singh Risam, Dr. Rakesh Mohan Bhagat, Dr. Ramesh Kumar Sharma, Dr.Chander Shekhar Kalla, Ashok Kumar Koul, Iqbal Singh Sudan, Dr. Ankur Sharma, Vishal Tandon, Narinder Kumar Raina and Vinayak Vikram. However, later the SKUAST administration withdrew this order overnight and granted sanction for all others barring the first four officials mentioned above. They withdrew sanction for prosecution of Dr.Kernail Singh Risam, Dr. Rakesh Mohan Bhagat, Dr. Ramesh Kumar Sharma and Dr.Chander Shekhar Kalla for reasons better known to them. On being asked, Dr.B.Mishra said "They were doing administrative job. Besides, we would initiate departmental action against them if required." Keeping in view professional sanctity, Early Times has bulk documentary evidence in its possession. Principal Secretary to Governor R.K.Goyal responded once but when apprised that issue pertains to SKUAST, he preferred silence.
