| Many research projects abandoned by JU | | | Vaibhavi Chandel
Jammu, Dec 5:
The University of Jammu has failed to complete an important research to ascertain the Psycho-Social aspects of optimizing operational effectiveness of security forces to combat insurgency in the terror torn state of Jammu and Kashmir.
The research project was assigned to the varsity by the Defense Institute of Psychological Research (DIPR) way back in the year 2002 that university was not able to complete even in the year 2006.
The project titled ‘Influence of development programmes on people perception- an altitudinal survey’ for which an amount of Rs 2.19 lakh was released to the university.
According to an official document, “after incurring an expenditure of Rs 98,000 on the research project upto April 2004, it was abandoned halfway and a balance of Rs 1.21 lakh was refunded in September 2006”.
The project could have had tremendous relevance for the security forces in J&K as they are involved in counter insurgency operations for the past 20 years when the terrorism broke out in the valley.
According to the sources the university had stated that due to the launch of ‘Operation Sarp Vinash’ in 2003 in the hills of border areas of Poonch and Rajouri in which a large number of terrorists were killed, the research could not be completed.
However even after the completion of the operation 'Sarp Vinash' the university did not work to complete the research.
Not only this, but the Distance Education Department of the university did not complete a research project titled, ‘Identification of Psycho-Social needs of Distance learners’ assigned to it by the Distance Education Council.
The official document says, “an amount of Rs 53,000 was released in April 2003 for the project but the research work was not undertaken till July 2007 when the amount was refunded back to the DEC”.
The research if completed could have highlighted the problems being faced by the distant learners and the ways to correct them. The project could also have produced new ways of imparting education to the distant learners living in far flung areas of the state.
Auditor and comptroller general in its earlier report had also stated that there were a large number of research projects that the JU had abandoned.
