Sham urges Panchs to work with dedication to fulfill people’s aspirations | | | EARLY TIMES REPORT AKHNOOR, DECEMBER 6- Minister for Health, Horticulture & Floriculture, Mr. Sham Lal Sharma has asked the Sarpanchs, Panchs to discharge their responsibilities with honesty, dedication and commitment and fulfill the aspirations of all sections of the society, irrespective of party affiliations. Addressing the Panchayat functionaries at a function organized by the Rural Development Department at Block Development Office, here today, the Minister said that role of elected representatives is very important in the rural areas. He said Government has empowered them fully to make them more responsive and decision making. He asked them to launch a social drive to sensitize the public about the social evils, like female foeticide, various communicable diseases, like AIDS, Cancer, Leprosy and other water borne diseases and their preventive measures. The Minister said that Panchs will be made accountable to improve work culture in the government offices. They have to supervise the functioning of ground level functionaries of education, PHE, PDD and rural development departments to improve the public delivery system besides taking care of government assets falling under their jurisdictions. The Minister also maintained that till the funds are formally earmarked for the Panchayat halqas by the Government, he will place Rs. 20,000/- at the disposal of each Sarpanch for emergency purposes from his Constituency Development Fund (CDF) so that they can take on spot decisions for executing small works. Stressing the need for more liberalization in the implementation of MGNREGA scheme, the Minister, directed the BDO, Akhnoor to mobilize its men and machinery to achieve the targets. He said there is no paucity of funds under this flagship programme and all out efforts should be made to cover more and more areas under it so that benefits percolate down to the needy. He also asked the Panchs to concentrate on this scheme and take full advantage of its liberal features and objectives. On this occasion, the Minister also formally launched the much awaited Rashtriya Swasthya Bima Yojana (RSBY) for Jammu district. While briefing about the features of the scheme, he said the scheme has been specially designed for the poor families living below poverty line in Jammu district. The BPL families will be provided health insurance cover upto 30,000 per family of five members annually and premium of insurance will be contributed by the Central and State Governments which will entitle them cashless treatment in the designated hospitals, the minister added He said that initially the Government has selected two districts, viz; Jammu and Srinagar for the implementation of this scheme and gradually it will be extended in other districts. The scheme will be jointly implemented by the district and block administration with the help of health workers like Anganwari, ASHA workers, health care providers, insurance company, third party administrator, Sarpanchs and other stake holders. With the introduction of this scheme, over 44,000 BPL families of Jammu district will be benefitted. This will also reduce the burden on government hospitals, said Mr. Sham. The Minister also distributed Election Commission’s Identity Cards to the Sarpanchs and Panchs on the occasion.
