'Samba wetlands' encroached under patronage of revenue officials, politicians
Omar's declaration against corruption turns '2011 the most corrupt year'

Jammu, Dec 6: Chief Minister Omar Abdullah, who interestingly had declared 2011 as anti-corruption year to his surprise the same boom-ranged as the most corrupt year with the land mafia in Samba under the patronage of politicians and in connivance with revenue officials has encroached upon government land, including gair mumkin khuds (unorganized wetlands), ponds and other water bodies.
As per sources the land mafia active in Samba encroached huge spread of land though Chief Minister on 15 February had announced to deal with iron hand with land mafia after atleast 1500 kanals of government land was freed from clutches of land mafia in Jammu district.
Sources said that nexus between politicians, land grabbers and revenue officials is so powerful that even DC Samba Mubarak Singh seemed helpless when a deputation of Sarpanches and Panches of Vijaypur went to DC office to lodge complaint about encroachment of the traditional pond in the area. However when they felt the DC Samba is helpless to row boat against the wind i.e. the alleged nexus, the aggrieved lodged complaint to the Minister for Revenue and Relief Raman Bhalla to initiate inquiry in the alleged land scam.
According to the complaint submitted by panches and sarpanches of Vijaypur to Minister for Revenue,( the copy of which in possession of Early Times) the complainants alleged that a pond which in revenue record is 1 kanal 15 marlas and on ground is 18 kanal, falls under khasra number 276, was filled and then was encroached by land grabbers with alleged connivance of administration as the office of Tehsildhar Samba, H.Q Vijaypur, Office of Committee, Vijaypur, Police Station Vijaypur, Executive Officer Elect and Maintenance Vijaypur which is at stone's throw but kept its eyes shut to the issue.
Deputationist also alleged that they were shown an order copy issued by Financial Commissioner, J&K, in which it was stated that they had right to retain the land under Big Landed Estate Abolition Act when they objected to, but how a pond which is declared as Rafa Aam in revenue record be declared as ownership right they questioned and demanded probe in this connection.
When the people of the area came to know that some persons started filling of pond, they went to the DC Samba Mubarak Singh who deployed the Asssitant Commissioner Samba to take cognizance against the guilty and on the compliance the revenue officer visited the spot and stopped changing the nature of pond. After some time when the work which was got stopped once again started taking pace, panches and sarpanches of Vijaypur visited DC Samba but this time he expressed his helpless, the reason best known to him, they lamented. They further alleged that while social activists started running pillar to post, Municipal Committee Vijaypur passed the site plan blindly. Further more, the BDO CAD, Vijaypur under the influence of political pressure provided accessing road to the alleged land grabbers by breaking the boundary wall of Block Development Office, Vijaypur.
